By RICHARD SANDZA Staff reporter WASHINGTON While the conservatives -who take credit for dumping four liberal senators this year were drawing up their "hit list" for 1982, an aide to Sen. Joseph R. Biden Jr.

was doing some research. The aide was checking the ratings of the Americans for Democratic Action to see just how liberal his boss was considered. He found that 20 of the senators and senators-elect are rated more liberal than Biden. The research was prompted by the election victories of conservatives over "liberal" senators. Biden has to consider the problem conservatives could present for a senator whose ADA rating is much higher than the Senate average.

The Delaware' Democrat had campaigned for most of the targeted senators who lost. The losses are attributed in part to advertising campaigns paid for by the National Conservative Political Action Committee. NCPAC has warned the Congress that it will be watching the Senate for liberals who should be added to the list. Senators will be watching their votes. Except Biden.

The NCPAC approach "won't sell at home," Biden said. "It's going to be awfully hard to get the mainstream Republican party to jump on that program in Delaware," Biden said, noting that Delaware Republicans preferred to nominate the more moderate George Bush for president over Reagan. "I also predict what's going to happen in four years: for every NCPAC, you'll find two pressure groups on the other side," said Biden. Biden said the Republicans he's talked to have been in the minority for so long 28 years that they really don't know what to do now that they're in command. He said a Republican senator week told him, "I feel like the dog that caught the car." Biden laughed when asked if the outcome of the elections means the country has turned conservative or Republican.

"They've got a car that's extreme and drivers that are going to try to be moderate." "My guess is they will moderate considerably," he added, predicting, "the moderation will come from, will be directed by Reagan" with the help of Senate Majority Leader Howard Baker. "I think there's going to be a great deal of pressure from the mainstream Republican conservatives, through the moderate Republicans, to keep the crazy right-wing from getting a hold of the steering wheel." The defeat of Biden's Democratic colleagues actually increased Biden's stature in the Senate. He moved up in rank on all his committees.

And he feels that the Republican program will help him achieve some of the things he's been unable to get past the Democrats in Congress. "In a strange way," Biden said, "the election of Ronald Reagan is more consistent with the budgetary thrust that a guy like me has been going for for the past few years." For example, Biden said, with Reagan in the White House and Delaware Sen. William V. Roth Jr. at the helm of the Government Affairs Committee, "I should get sunset now." Sunset legislation, which was approved this year for the state of Delaware, in effect sets expiration dates for government agencies, requiring specific action to restore them.

The idea is to force an automatic review of the agencies to make sure they are needed. "That's the kind of area I think we can make some progress," Biden said. "And he'll have my full, unbridled cooperation." He doesn't believe Reagan will be able make good campaign promises to cut the fat from government, cut taxes across the boardby 30 percent and increase the defense budget.
