"Use of controlled materials "in unnecessary proj- acts should be made unlawful.

3. The Federal Reserve board should D3 given power to re strain bank credit by increasing member bank reserve require xnents. 4. Consumer credit should be restricted. 5.

Sale of savings bonds should be pressed to the fullest extent, since "saving by consumers is the onlv anti-inflationary measure which is pleasant." 6. Due to a tight labor supply, the United States employment service should be enlarged and strengthened. It should develop a smoothly functioning program of priority referral of candidates for. jobs and comprenensive m-ter-area recruitment." All man- power controls, however, should be indirect. 7.

Government buyers should place orders in "looser labor mar ket areas" and efforts should be made to prevent labor piracy or unrestrained intra-industry hir ing. The council said the coal strike has thrown the economic situa tion into confusion and even if settled at an early date "will result in the loss of many thousands of tons of steel and postpone the time when the supply of automobiles and other items fab ricated from steel will catch up with demand." E. H. Fixley, University of New Mexico, said today. Dr. Fixley, state chairman for the association, said the accredited rating had been given the Los Alamos school by unanimous vote of the evaluation committee.

A two-day evaluation study by the committee was very intensive and covered all phases of organization, Dr. Fixley said.
