OBITUARIES Former state schools official John J. Ryan By JOHN WARD Special to The News Journal DOVER Former state deputy school superintendent and school finance expert John J. Ryan, a player in the creation of northern New Castle County's school districts, died Friday of an abdominal aneurysm at Kent General Hospital. He was 67. Mr.

Ryan taught business education at Caesar Rodney High School in the 1950s and was the first principal of Dover Air Force Base High School. Mr. Ryan moved to 47 Huntley Circle, 29 years ago from Evergreen Circle. "He was one of the finest public educators that I've had the experience to work with in my lifetime," said William B. Keene, state school superintendent in the 1980s.

He came to Delaware in 1951 from his native Philadelphia to teach business at Caesar Rodney High School, where he became business department chairman. He joined the state Department of Public Instruction in 1966 as supervisor of school finance.He later became finance director and, in 1971, assistant state superintendent for administrative services. In that position, he led the team that developed the plan to divide northern New Castle County into four school districts in 1981, Keene said. The four districts were created out of one formed under a 1978 federal court desegregation order. In 1981, he became deputy state superintendent, retiring in 1990.

1975, he was appointed to the Governor's Council on Public Education by Gov. Sherman W. Tribbitt. In the mid-1970s, he was president of Delaware Association of School Administrators. He was a member of American Association of School Administrators, Na- tional Organization of Legal Problems in Education and National Association of Secondary School Principals.

In the 1980s, he taught school business management graduate course at the College of Education, University of Delaware, as an adjunct faculty member. He received a doctorate in education from Temple University in 1973, a master's degree in education from University of Delaware and a bachelor's degree from Bloomsburg (Pa.) State College in 1951. He was a member of Holy Cross Catholic Church and Knights of Columbus, both in Dover; Camden-Wyoming (Del.) Rotary Club; and American Association of Retired Persons. In the 1970s and 1980s, he served in the Army Reserve, retiring as a lieutenant colonel. He graduated from Command and General Staff School, Carlisle, Air War College, Montgomery, and Military Intelligence School, Arizona.

He was a Navy veteran, serving in the North Atlantic off Germany during World War II. He is survived by his wife of 40 years, Rita; a son, John and a daughter, Edie Ryan, both of Dover; four brothers, James, Frank, Thomas and Michael, all of Philadelphia; two sisters, Trudy Tuppance of Aylett, and Lorraine Orsini of Philadelphia; and eight grandchildren. Mass of Christian Burial will be at 11 a.m. Monday in Holy Cross Catholic Church, 631 S. State Dover, and a wake service will be at 7 p.m.

Seaford's Mabel Patterson, 101 SEAFORD Mabel Shipley Messick Patterson, who turned 101 Sept. 17, died Thursday of congestive heart failure at her home on Atlanta Road. Mrs. Patterson, who lived all her life in Seaford, remained active until she was 99, enjoying restaurants and cooking for family. She became confined to a wheelchair about two years ago, then had to rely on an oxygen tank, and became bedridden over a year ago.

Shortly after she married at age 16, Mrs. Patterson moved with her husband, Dr. James a veterinarian who died in 1931, to a LOUIS C. ANTAL, 59, of rural Marydel, died Thursday of heart failure in Kent General Hospital, Dover, after being stricken at home. Mr.

Antal was an electrician with Electric, Dover, for about 10 years after working for other Delaware contractors, including Francis T. Shockley Camden-Wyoming, for many years. He retired in 1983 after about 25 years. In 1991, he was named Citizen of the Year by Bethesda Grange, near Pearsons Corner. Mr. Still moved to the Willow Run home of his daughter, Elizabeth Pacheco, this year from Patrician Terrace Apartments, Stanton. From 1965 to 1974, he lived on Hickory Road, Willow Run, and, earlier, in Milford, where he grew up. He worked at General Motor's Boxwood plant, retiring in 1981 after 30 years. He enjoyed gardening and woodworking.

He is survived by two sons, William M. of Cheyenne, and Edward A. of Savannah, another daughter, Mary Ellen Webb of Conowingo, 10 grandchildren and three great-grandchildren. A service and committal will be at 10:30 a.m. Monday in the chapel of Delaware Veterans Memorial Cemetery, Chesapeake City Road, Summit.

He was 78. In 1954, he transferred to the Kinston, N.C., plant, where he was research manager for Dacron polyester fiber and manager of Kinston research laboratory. Following several promotions in the textile fibers department, he transferred back to Wilmington to the photo products department as assistant research director in 1957. He became production manager in 1966. In 1970, he was promoted to manufacturing director, and retired from that position in 1978. He and his wife resided in Montchanin before moving to Myrtle Beach.

He graduated from Indiana University, receiving a bachelor's in chemistry and then a doctorate in physical chemistry and mathematics in 1941. He is survived by his wife, Antonia Perez Waltz; three daughters, Deborah Wagner of Brookeville, Julie Ann Waltz of Hendersonville, N.C., and Marcia Joy Waltz of Myrtle Beach; two brothers, Eugene of Indianapolis and Robert of Lima, Ohio; and five grandchildren. Services were Oct. 25 in McMillan-Small Funeral Home, Myrtle Beach. Burial was in Southeastern Memorial Gardens, Myrtle Beach.
