"We have been in the position in the past of sometimes having to take rejects because of the salaries state government pays," he said. SANTA FE, N.M. (UPI) -Republican gubernatorial candidate Joe Skeen says his opponent, Democrat Bruce King, is not being honest when he talks about a moratorium on state hiring and a lid on state government spending during his administration. "I don't see how he can use the word 'moratorium' when he hired 1,355 new employees during his last administration and state spending went up 54 percent," Skeen said.

His comments came during an interview with United Press International while -campaigning in Santa Fe and Espanola. He said King "isn't aware of what's going on. He seems to have the attitude that everything is OK, that he shouldn't rock the boat." "I'm trying to figure out how to steer this boat," Skeen added. The Republican contender said he does not want to put a moratorium on state government hiring. The court ruled Wednesday against Libertarian Party candidate Bob Walsh of Albuquerque, who had sought placement on the ballot to run for the House in District 22. Attorney Dale Dilts, representing Walsh, said state District Court Judge Philip Baiamonte of Albuquerque ruled in September the Libertarian Party could not nominate Walsh to run in a single county legislative race because the party's rules only provide for nomination to statewide and multi-county races.
