The progress report submitted to Nixon noted that there has been a reduction of 71 per cent in the number of government workers who are authorized to label documents as secret or confidential. NIXON ISSUED an executive order in March 1972 establishing new guidelines for the classification of government documents necessary to protect the national defense and foreign relations. The Dept.

of Defense, the report said, achieved a 25 per cent reduction in its top secret inventory during 1973. The report from the Interagency Classification Review Committee noted that 59,316 persons were authorized to classify documents before Nixon wrote new guidelines. As of last December, the committee said, the number had been whittled down to 17,364. AS FOR unauthorized disclosures of classified documents, the committee saidtherewere "a very limited number" of such disclosures during 1973 and "none involved top secret information."
