Md. hit-run crash kills state Gl Morning News. Wilmington, Del. Thursday, December 10, 1370 27 Obituaries of the Delaware area ABERDEEN, Md. A Delaware City soldier was struck and killed Tuesday by a hit-run trriw while hitchhiking on U.S.

.40, about 2 miles south of Aberdeen. The driver later surrendered, state police said. State Trooper Billy Caudill of the Benson Barracks identified the victim as Pvt. James E. Bailey, 20, of Apartment 2B, Hamilton Court, Delaware City.

He suffered head injuries and was pronounced dead on arrival at Harford Memorial Hospital, Havre de Grace. Caudill said the motorist, Spec 4 Richard A. Vickers, :9, of Grand Haven, went to the provost marshal at the Aber-" deen Proving Ground about 33 minutes after the fatal accident to report that he was the operator of the vehicle. Both Vickers and the victim had been assigned to the headquarters command at the base, although the men were not acquainted, police said. Bailey had entered the service last April, his military record shows.

According to Caudill, the victim may have been walking backwards, attempting to thumb a ride, when he was struck. He landed on the hood of the car, rolled to the roof and fell from the car about 95 feet from the point of impact, police said. Vickers was charged with leaving the scene of an accident and with driving without a license. He was placed in the Harford County jail in default of $1,000 bail to await a hearing today in Trial Magistrate's Court at Abington. Mrs.
