Biden's proposal would have required the commission to set "presumptive sentences" a specific sentence for a specific offense and still required a judge to explain any deviation. He said the bill's provisions "begin to deal with the shortcomings of the present system but do not go far enough." Biden Jr. to set fixed sentences for federal criminal offenses was narrowly rejected yesterday by the Senate Judiciary Committee. The committee, on a vote of 6-4, turned down the Delaware Democrat's proposal that would have severely narrowed the discretion of federal judges in setting penalties for convicted criminals. Biden offered the amendment to a massive bill, in the works almost three years, that would completely rewrite the federal criminal code. Later yesterday, the committee voted 12 2 to send the bill to the full Senate.

Biden voted with the majority. Biden also supported a successful effort by Sen. Malcolm L. Wallop, to make it a federal crime for a divorced parent to abduct his child across a state line. The section would apply only if the child is abducted from the first parent given legal custody.

Pierre S. du Pont IV won't get much mileage out of the fact that the governor has used the official state limousine on personal business. Du Pont's press secretary, Frederick H. Stern, said today "there's precedent" for such use, and added that the governor will be reimbursing the state at the rate of 15 cents a mile, or $130.20 for a weekend trip to Exeter, H.

Stern said the two state troopers required to accompany the governor at all times drove the car to Exeter last weekend for the use there of the du Pont family, which made the trip up and back by air. According to Stern, the governor needed transportation in New Hampshire and having the troopers drive the limousine there was more economical than having them fly up and then rent a car on arrival.
