It's a Democratic basketball game, featuring Vin.ce Meconi of Heritage Park, candidate for the 23rd district House seat; Ciro "Jabber" Delle Donne, who's running for the 4th district House seat; Karen Peterson, candidate for New Castle County Council president, and Tom Carper, the state treasurer. The cheerleaders are volunteers from Iron Workers Local 451. Men. The honorary referee, who's promised to come although there's nothing in writing yet, is the Doctor. Julius Erving of the Philadelphia 76ers.

And he, Mrs. Washburn notes, is "one of the biggest people in the country." The other team? WAMS radio. Mrs. Washburn, who is Meconi's campaign manager, said she had high hopes that President Carter would come In to fill out the roster. He's already, through Sen.

Joe Biden, said no, she reported. But, she said, the Doctor still may send him an invitation. Meanwhile, the plans flower. The players are to wear funny shorts (Delle Donne has already spoken for something in hearts, Mrs. Washburn says), and the fear is settling in that Fournier Hall in Wilmington -capacity 1,000 won't hold evryone who wants to pay $3 to see The Delaware Board of Nursing announces that 170 nurses have passed the State Board Test Pool Examination for registered nurses and are now licensed to practice.

Erickson, P. Edward Hughes, chairman of the city Republican Committee, has asked the attorney general to determine if "bribery of a sort" took place in Wilmington on primary election night. Hughes has asked Attorney Gen- eral Richard S. Gebelein for an investigation of Wilmington Reps. Al O.

Plant and Herman Holloway Jr. Hughes says the investigation is warranted following published reports that the two Democrats passed out money to supporters on election night. The Repulicans have not fielded candidates against Plant and Holloway. Holloway passed out nearly, $4,000 in.10 and 20 dollar bills in "street money" to supporters at the Longshoreman's Hall on election night. Plant discreetly passed out envelopes to his supporters.

Hughes says there are allegations that money was "voter bribery," "When a Representative openly boasts of spending $4,000 on the night of the election, I believe the citizens have a right to know for what services the money was spent," Hughes says. Gebelein says it would be extremely difficult to prove that either Holloway or Plant bribed voters. An admission from the candidates or the voters who were bribed would be necessary to build a case. But since Holloway admitted that he passed out $4,000, he'll have to account for the money in his campaign contribution disclosure report, Gebelein says. "I have to worry about keeping this thing in focus," he said.

"I'm not a promoter. I'm out to win an election to the state House." There's an interesting race in the 7th representative district, where the Democratic candidate is giving his Republican rival some unusual encouragement. Democrat Jaime W. "Chico" Hijar is battling David H. Ennis for the seat now held by Republican Joseph P.

Ambrosino Jr. The district, which runs east of Philadelphia Pike between Wilmington and Claymont, is no longer a GOP stronghold, as Democrats have just "gained a narrow edge in voter registrations. Hijar and Ennis are having a rather friendly joust, as was evident when Hijar encountered Ennis dur-; ing a door-to-door swing through the Republican's neighborhood. Hijar gave his rival some campaign literature and they chatted briefly. What did they say? "I told him he ought to run for Berndt's seat," Hijar said.

Robert J. Berndt is the area's Republican state senator. He defeated Hijar two years ago and has said he won't run in 1982. Also, Hijar will have to update some of his campaign literature, which mentions that he and his wife Mary were expecting their second child "at the end of September." The end of the month came early Friday, to be exact and baby Amalea weighed in at 8 pounds 12 ounces.
