October 29. 1981 TELEVISION Hill Street9 opener proves why show is delightful Two more legs of TV's centipede sea Sikking), who has a 'mano a mano talk with Esterhaus that finally establishes Howard as something more than a mod David Bianculli ash The pilot is a "Rural Cowboy" re make of Green Acres, and about us funny. Judging from his delivery, Kaplan possessed by the spirit (and cigar) of Groucho Marx r- Dut doesn't possess his talent, Oimmt 9 Bmk (9:30) features Nell Carter ai housekeeper and Dolph Sweet as hep police sergeant employer. Carter, former star of Ain't Misbehaving is a wonderful singer, but she's a 'poor actress with even poorer taste in roles.

Her police officer character in Lobo was bad enough, but you'd think that television would have progressed past the point of tasting a black actress as a domestic servant. Worse, there isn't one funny line in the entire show. Gimme A i the worst new TV show ilnce, well, ABC's Maggie, which premiered After the briefing, the intentionally jerky Hill Street cameras take us up to the precinct's main floor, where Furillo (Daniel J. Travanti) holds court over the manic cacophony of arrests, arguments and aggravations. Without warning, something happens that stuns the precinct house into silence, that shatters the comedic tone of Esterhaus' verbose lecture and strates with authority why Hill Street Blues Is TV's most realistic drama.

And then the familiar, soothing piano chords emanate from the soundtrack. The opening credits begin. Hill Street has returned. The entire hour is marvelously paced, with pains taken to humanize the show's previously exaggerated characters: Furillo's ex-wife (Barbara Bos-son), who for the first time comes unaccompanied by a grievance, and gung-ho tactical commander Howard (James B. son (one step at a time) premiere tonight on NBC, Lewia 4 Clark and Gimme A Bnak, but forget about them.

The real news is that the same network's Hill Street Blues is back. With a vengpance. Now that Hill Street has more Emmy statuettes than the Pittsburgh Steelers have Super Bowl rings, many curious viewers will be tuning in the show for the first time. Those ho choose to visit Hill Street Blues for the first time tonight (10 p.m., WKYC-Ch, 3, WFMJ-Ch. 21) will learn by the time the opening credits roll why the show's devoted followers are so delightfully obsessed with it.

It begins, as always, with early-morninft roll call, where Esterhaus (Michael Conrad) Is briefing his precinct officers on what to expect on the streets, including an elusive purse-snatcher "of ern Eliot Ness. Viewers who like Hill Street Blues will be watching all this and more tonight. Viewers who have yet to see the show should be, too. UNFORTUNATELY, the rest of NBC's Thursday lineup is so mindlessly mediocre that anyone intelligent enough to watch Hill Street should set his or her alarm to ring at 9:59 p.m., thereby guarding against accidental exposure to the returns of Harper Valley and Diff'rent Strokes and the premieres of Lewis Clark and Gimme a Break. Lewis Clark (8:30 p.m., same channels as above) stars Gabe Kaplan as Lewis, the new owner of a small Texas saloon, and Guich Koock as Clark, the down-home manager who comes with it.
