THURSDAY, FEBRUARY 29, 1996 LOS ANGELES TIMES RACE: S.F. School Board Changes Policy to ensure diversity in Lowell's student body. But instead of whites crying foul, it was Chinese Americans who claimed discrimination. Quan and others said the old system not only was unfair but caused many Chinese American youngsters to feel ashamed of their heritage. Chinese American students, who make up about a quarter of the San Francisco Unified School District, tend to apply, qualify and accept admission to Lowell in the greatest numbers.

But a court-approved desegregation plan prohibits any racial or ethnic group from comprising more than about 40 of the student body at an alternative school, such as Lowell. Many Chinese Americans were rejected by Low ell, even though their scores were as good as those attained 'rjy whites and other ethnicities who were admitted. "This change in our policy will set the record straight," said school board member Leland Yee. "It says that you're not unlucky to be born under the star of Chinese. But Ward Connerly, the University of California regent who spearheaded the campaign against racial preferences at UC and who has cited the Lowell controversy as an example of the problems with affirmative action suggested that the changes did not go far enough. She was an accomplished horsewoman and a long-time member of the West Hills Hunt and Flintridge Riding Club.

She was also active in Lawyers Wives of Los Angeles. BROWN, Kennedy Guy, Sr, 73, born June 29, 1922 in Atlanta, George; died February 26, 1996. A resident of California since 1953, living in Tujunga for 30 years. He served in the United States Navy in World War II. Ken was employed by SSP Industries and Bausch Lomb before retirement. He was a mason, disabled American veteran and an active sportsman.

He practiced law in Burbank for 17 years before coming to Cal State Long Beach in 1986 to spend his time reading and thinking. His friends and colleagues appreciated his fine intellect He was always willing to give the most careful answers he could. He was esteemed and honored by his friends and colleagues. He was a member of the Order of Coif, Phi Beta Kappa, served in the United States Army in the Phillipines in World War II, and was a member of MENSA. Besides his wife, Helen Gilfillan Farrell, of 17 years, he had two step children, Sandra Liles, Stuart Gilfillan; his two natural children, Diana Harris and Sharman Toronto; a son by adoption, Tony Farrell.

Although her career spanned less than a decade, Clair enjoyed a colorful life both oriT and offscreen during Hollywood's adolescence. She achieved her greatest popularity in Westerns opposite cowboy stars of the day. She made three films with Hoot Gibson, whom she rated decades later as her favorite actor, and two with Tom Tyler, to whom she was briefly engaged. "Hoot was wonderful to me," she said in 1991, "and we had a little love affair." Her co-stars fared better in her opinion than the films. "I hated them," she said, looking back as an octogenarian.

"You see, I wanted to do big things and become a big star, not ride horses through the desert. I thought I was above all that. I just wanted to be a beautiful vamp." After working in New York studios, Clair made her Hollywood debut in a series of comedies, "The Newlyweds and Their Baby," adapted from a newspaper comic strip.
