South America last week became the'first confederation to announce its schedule of qualifying games for France '98, but it is possible that another confederation, perhaps CONCACAF, will open its schedule as early as March. Middlesbrough, coached by former England and Manchester United star Bryan Robson, also features Bolivian international winger Jaime Moreno. Osvaldo Ardlllei, Argentina's 1978 World Cup-winning midfielder, is on his way out as coach of Guadalajara only a handful of games into the new Mexican League season. Dutch coach Leo Beenhakker, fired by Club America last season, is seen as his likely successor.

Guadalajara apparently is unaware or untroubled by the fact that Beenhakker resigned as coach of Turkish first division team Istanbulspor last month after the team lost seven of its first eight games. Richard Moeller Nielsen, who coached Denmark to the European Championship in 1992, will take charge of Finland's national team after the 1996 European Championship in England. FIFA President Joao Have-lange Is likely to get a less-than-enthusi-astic welcome when he leads a delegation of officials to Nigeria on Tuesday to explain why world soccer's governing body took the World Youth Championship tournament from Nigeria in April and moved it to Qatar. Nigeria's military ruler General Sanl Abacha had issued the invitation to FIFA, which claimed an outbreak of meningitis and cholera in Nigeria was responsible for the switch. the finals. South America is taking a new approach to qualifying this time around. In the past, the confederation has confined its qualifying matches to a two- or three-month period in the year immediately preceding the World Cup.

This time, CONMEBOL has elected to spread the games out over 19 months. The nine countries will play each other twice, home and away, in a double round-robin format, with the top four qualifying for France. The proposed schedule, which requires FIFA approval next month, is likely to cause problems among European clubs that will be required to release their top South American players frequently throughout the 19 months. Chile will make its reappearance on the World Cup stage June 2 when it travels to Venezuela for its first qualifying match. The Chileans failed to qualify for World Cup '90 in Italy and were banned from World Cup '94 after that infamous qualifying match against Brazil in 1989 in which Chile goalkeeper Roberto Rojas feigned injury, claiming to have rV--JsltUV77 htsed upon quantity and time of completion.

Last June in Ledyard, the heavier-hitting Zaragoza appeared to dominate Acero-Sanchez, but was denied the title when two judges scored the fight even, and one scored it for the 28-year-old champion. After the public uproar over the decision, the WBC ordered an immediate rematch. But, for his part, Zaragoza (50-7-3, 25 knockouts), says he initially disagreed with the WBC's decision. "I felt I that I deserved to get what rightfully belonged to me," Zaragoza said through an interpreter, suggesting that the WBC should have given him the belt without a rematch. Acero-Sanchez (32-2-3, with 20 KOs) won the title in an upset over Tracy Harris Patterson in August, 1994.

The United States could play 16 qualifying games, eight at home and eight on the road, under the latest plan proposed to FIFA by CONCACAF, the North and Central American and Caribbean confederation. Earlier, it had been decided that the region's last two qualifying rounds would consist of two groups of six teams each. That would have meant 20 qualifying games, but FIFA said that was too many. The new plan proposes three groups of four teams in the penultimate qualifying round, with the top two in each group advancing to a six-team final qualifying round.

CONCACAF will send three qualifiers to France '98, with Mexico considered a lock and Canada, Costa Rica, Honduras, Trinidad Tobago and the United States most likely to be fighting for the other two spots. Soccer Notei In an effort to start the season with more than 57 players, MLS has announced that it will hold tryouts in each of its 10 cities. What this means is that Fox, NBC and ESPN will televise divisional playoff games, which will have staggered starts, then Fox and NBC will share games during the second round, the league championship series. Those games will also have staggered starts. Fox, according to sources, has also made a deal that includes its new cable partner, Liberty Sports.

That deal will put national games on Fox's cable network, fX, as well as Liberty's Prime Sports regional networks, beginning in 1997. Fox recently merged with Tele-Communications Inc. (TCI), of which Liberty Sports is a division. ESPN's current contract with baseball runs through 1997, so the Fox-Liberty deal and ESPN's will overlap during the '97 season. That will mean four nights of national telecasts on cable.

ESPN's nights are Wednesday and Sunday. The Fox-Liberty nights will vary. ESPN tried to extend its current regular-season contract with baseball but was turned down. "They tried to play hardball," said a source, "and baseball didn't go for it." Fox's involvement with baseball has been widely speculated for several weeks. But NBC's, which first came to light late last week, comes as quite a surprise.

In June, when ABC and NBC said they would pull out of their partnership with baseball and the Baseball Network at the end of the season, Dick Ebersol, the president of NBC, angrily said, "I can't imagine being involved in baseball at least the rest of this century." Tyson pulled of his fight with Buster Mathis scheduled to go head-to-head with Bowe-Holy-field for Saturday, because of a fractured thumb, and, speculated Newman, might be seeking a splashy opponent to raise his credibility. Pointing to the drama of Bowe gutting out the sixth round, when Holyfield knocked him down and almost out, Newman speculated that the Tyson camp might be tempted to test Tyson's power against Bowe's apparent vulnerability. But Bowe's trainer, Eddie Futch, said he'd love the match.

"Even before his incarceration, Tyson had trouble with tall men, he had trouble with tall men with good mobility," Futch said, referring to Bowe's six-inch height advantage over Tyson. "I think he'd be an ideal match -up for Bowe." NBC's Dick Ebersol had said his network would not be involved in baseball this century, yet it is. NBC had been a part of baseball for decades until 1990, when CBS took over with a four-year deal. After CBS lost about $500 million over the four years, baseball owners came up with the Baseball Network concept in which revenue was shared by ABC, NBC and baseball. But national broadcasting revenue declined from $15 million per club in 1993, the last season of the CBS deal, to between $6 million and $7 million this year.

It is believed the money from national broadcasting next season will be approximately $115 million from Fox, $80 million from NBC and $43 million from ESPN for a total of $238 million, or $8.5 million per club. When the Liberty -Fox cable deal goes into effect in 1997, that will mean an additional $47 million per year, increasing the per-team take to about $10.1 million. i ByTIM KAWAKAMI TIMS STAFF WRITER VEGAS-Mike Tyson got Canceled out, Riddick Bowe almost got. knocked out. Does that mean the; two Brooklyn contemporaries Sre now closer than ever to fight-Jng'each other? Despite the political and personal Tpbstacles, Rock Newman, Bowe's ivoluble manager, says there are about 120 million reasons to hope so.

The morning after Bowe crawled from a serious knockdown and scored an eighth-round knockout Victory over Evander Holyfield, 'Newman put in a call to Don King, Tyson's promoter, and the two agreed to have a meeting in New York this week to discuss a possible mega-fight. "With what happened in last night's fight, with Tyson's fight being canceled, all of that meshes make Bowe-Tyson bigger than it was before, and it was pretty big before," Newman said. Florida's best chance is a victory over Nebraska in the Fiesta Bowl and an Ohio State loss. And yes, it is very possible Ohio State and Nebraska will finish undefeated and not be matched against each other. This was the case last year, when Nebraska claimed the national title as Penn State was wrapping up an undefeated season with a Rose Bowl victory against Oregon.

Facing that possibility again with Ohio State has prompted officials from the Pac-10 and Big Ten conferences to re-examine their tie-in to the Rose Bowl. A Pac-10 spokesman downplayed the significance of this week's meeting, a regularly scheduled event, calling the Rose Bowl issue one of 22 items on the agenda.
