Jae THURSDAY, JULY 6, 1995 LOS ANGELES TIMES Obituaries Takeo Fukuda; Former Japanese Prime Minister By SAM JAMESON I -TIMES STAFF WRITER TOKYO-Former Prime Takeo Fukuda, one of Japan's most conservative leaders, who embodied the nation's old work ethic but also fought pressures to "enlarge military spending, died Wednesday in a Tokyo hospital of emphysema. He was 90. Fukuda, who led Japan from 1976 to 1978, was known for promising Asians that Japan would never again make itself a military power and for resisting Americans who urged Japan to spend more to build up its military establishment. The pacifist streak came from experience as budget director in the Finance Ministry in the waning days of World War II. In interviews decades later, Fukuda recalled presiding over allocations for military spending of up to of Japan's gross national product as the nation headed toward defeat.

His achievements as prime minister included a peace and friendship treaty with China, and a "Fukuda Doctrine" to promote ties between Japan and Southeast Asia and 1 support increased cooperation among Southeast Asians, including Vietnamese. Roger Murdock; LAPD Official Roger E. Murdock, a career officer who served as interim chief of the Los Angeles Police Department in 1969 between the tenures of Tom Reddin and Ed Davis, has died. He was 85.

Murdock, who lived in Glendale, died Sunday in a Glendale hospital. After 37 years on the force, Murdock assumed the chief's job from May 6, 1969, when Reddin left Ito become a news commentator, to 29, when Davis took over. At time, Murdock was one of three eligible deputy chiefs who had opted not to seek the permanent chief's position. A native of Lansing, Murdock moved to Los Angeles with his family when he was a toddler. He graduated from Los Angeles High School and USC, where he earned a degree with honors in public administration.

He also studied criminal law and the rules of evidence at Los Angeles College of Law and taught a course at USC called "Investigation of Major Crimes." Widely respected as a police professional by his fellow officers, Murdock joined the LAPD in 1932 and served in many positions, inPatrol Bureau. He was a deputy cluding 15 years a as head of the chief for 18 years. After his retirement from the LAPD, Murdock served on the board of directors of Skid Row's Midnight Mission. He was illustrious potentate of the Al Malaikah Shrine Temple in 1963 and president of the Los Angeles Peace Officers Shrine Club in 1958. Murdock is survived by his wife, Esther, and two sons, Steven and Tom.

Timothy Scott; TV, Movie Actor Timothy Scott, a character actor perhaps best remembered for his role as Pea Eye Parker in the "Lonesome Dove" television miniseries, has died. He was 57. Scott died of lung cancer in Los Angeles on June 14. Inducted last year into the Cowboy Hall of Fame in honor of his many Western roles, Scott appeared in about 30 feature films, including "Butch Cassidy and the Sundance Kid," in which he portrayed News Carver, and "The Electric Horseman," in which he played Leroy Smitley. He also appeared as Smokey Lonesome in "Fried Green Tomatoes" and Shag Bag in the film "In the Heat of the Night." On television, Scott portrayed Grover the affable bumpkin in the series "Down Home," which ran on NBC in 1990 and 1991.

He also appeared in numerous TV movies and miniseries. Scott was a co-founder with fellow actor James Gammon of MET Theater in Los Angeles and was involved in many productions there as an actor and director. He is survived by his wife, ANNOUNCEMENTS Ted Allan; Author of Plays, Novels, Children's Books Ted Allan, 79, a versatile author who wrote well- -regarded screenplays, stage plays, novels and children's books. Allan received an Academy Award nomination for best original screenplay in 1976 for the script of Jan Kadar's "Lies My Father Told Me." He also wrote the screenplay for John Cassavetes' "Love Streams." Allan's bestknown book was a biography of Dr. Norman Bethune, a fellow Canadian with whom he served in a volunteer medical unit in the Spanish Civil War.

Allan also wrote a novel about the Spanish Civil War, "This Time a Better Earth," and a children's book, "Willie, the Squowse," that has been translated into 10 languages. His stage plays include "Double Image," a 1957 murder mystery in which the hero impersonates his twin. In Toronto on June 29 of respiratory complications. Philip Bonsal; Ambassador to Cuba at Start of Castro Era Philip W. Bonsal, 92, the last U.S.

ambassador to Cuba before diplomatic ties with Fidel Castro's government were severed in 1961. Bonsal, a member of the State Department's foreign service, also served as ambassador to Colombia, Bolivia and Morocco during a 27- year career that ended with his retirement in 1965. Bonsal was posted to Havana in January, 1959, the same month that Castro's communist revolution overthrew the dictatorship of Fulgencio Batista. He was unable to establish a dialogue with Castro as -Cuban relations deteriorated steadily. He was called home by the Eisenhower Administration in October, 1960.

Efrem Kurtz; Conductor Specialized in Ballet Efrem Kurtz, 94, internationally praised conductor who rooted his career in ballet, particularly with the Ballet Russe de Monte Carlo. Born in St. Petersburg, Kurtz fled Russia and the Bolsheviks at the age of 19 to complete his education in Germany at Berlin's Stern Conservatoire. After working as musical director of the Stuttgart Philharmonic, Kurtz was invited by the legendary dancer Anna Pavlova to open her season at London's Covent Garden in 1928.

Fleeing Germany in 1933 when the Nazis put him on a hit list, Kurtz sold tea in Paris before gravitating to the theater where the Ballets Russes were performing. The groups, with Kurtz on the podium, soon became a fixture in London. During World War II, Kurtz came to the United States and became an American citizen. He worked with the Kansas City Symphony Orchestra and the Houston Symphony Orchestra, and recorded with the New York Philharmonic Orchestra before becoming a free-lance conductor. He toured the world, conducting well into his 80s.

Among the many groups he conducted was the Los Angeles Philharmonic at the Hollywood Bowl. On June 27 in London. Dominic Tang Yiming; Archbishop of Canton Dominic Tang Yiming, 87, archbishop of Canton who was imprisoned in China for 22 years. Although he was never formally charged, Tang was arrested in 1958 on charges of "counterrevolutionary activity" -principally his refusal to renounce his allegiance to the Vatican. He was released in 1980 because he had cancer.

A year later, Pope John Paul II named Tang archbishop in exile, the Vatican's first appointment of a Roman Catholic bishop to China in 26 years. China, which officially recognizes a separate Catholic Church of China, rejected the appointment and accused the Pope of trying to "subvert and sabotage" the Communist state. Tang lived in exile in Hong Kong until early this year, when he moved to San Francisco. Tang had taken the Christian name Dominic in 1 1941 when he was ordained a Jesuit priest. Anne Wycoff; Museum, Hospital Board Member Anne Middleton Wycoff, 61, who served on the boards of the Southwest Museum, the Hillside Home for Children and Methodist Hospital. The wife of retired Arco President Robert E. Wycoff, she was also active in Las Familias del Pueblo, which assists the poor in Downtown Los Angeles. Mrs. Wycoff was also on the advisory board of the Hospice of Pasadena and on the board of Marlborough School, of which she was an alumna.

She attended Stanford University, where she met Wycoff. A resident of Pasadena for many years, Mrs. Wycoff had lived around the world accompanying her husband on various Arco assignments. She had taught all grade levels at Burbank Unified School District before becoming Special Supervisor of Reading and then Curriculum Consultant. She retired in 1961. She was a founder and past President of the Burbank Teachers' Association.

Mrs. Farley was the first Captain of Troop 1 and the first Director of the Burbank Girl Scouts and was a past President of the Girl scout Leaders' Association. She was a charter member and past President of the Burbank Business and Professional Women's Club and was a member of St. Robert Bellarmine Catholic Church. PEREGO, Frank S. 79; USAF. died June 25, 1995 in Sparks, Nevada. Perego was corporate vice president domestic marketing, Northrop 1963 1970. As commander, 368th Ftr Group 9, TAC, he led the first invasion mission over Omaha Beach June 6, 1944.

He held the U. S. DFC with bronze cluster, Legion of Merit, Air Medal with 18 Oak leaf clusters, French Crois de Guerre and British DFC. He is survived by his wife, Judi Black Perego of Thousand Palms, California; two daughters, Dianne Bowers of Ellicott City, Maryland, and Melinda Brown of Cincinnati, Ohio; and three grandchildren. WEINSTEIN, Arnold Sheldon "Arnie" beloved and devoted son of Dr. Carmella Ginsberg and Rabbi Chaim J.
