In the first pluca, I do not believe the State ot Peonslvauit has any monnmeula or tablets on the battltBeid of Gettysburg to place iu the cure of any commission that might be appointed by the governor of this Commonwealth, and mr reason for that belief is this The authorized agents of the State ol Pennsylvania (the board ot Geltysbnig monument com- and nin.lv "enysonig monument oom- ninety, elect one person to serve one misaioneis) have already turned over to the year, one person to serve two years, and Gettysburg Battlefield Memorial Assccia- one tMTKm in i- tion, and tbeir successors ail one penan to serve three years, who ahall be styled township road commissioneis, and at each township election thereafter they shall elect one person to serve three years, and in case of death, resignation or removal from township, or from any other cause, a vacancy shall occur, said vacancy shall be filled by appointment by the court of tie proper county, Provided, that in any township which now has three road commissioners elected under taw similar to this section, no new election nnder thia section ahull be required except at tho time of expiration of term of incumbent. SECTION 2. The road commissioners ol each township shall meet at the place where tbe auditors cf the respective townships meet to perform their official duties on the first Monday of March, one thousand eight hundred and ninety-two, and yearly thereafter, snd nfer being duly sworn or affirmed accordirg to law to discharge their duties with fidelity, a copy of the same to be filed with the auditors, shall organize by electing one ot their number as president and one secretary, and shall appoint one person as their treasurer, who shall not be a member theitol, aud ahall proceed to levy a road tax which shall not exceed ten mills on each dollir of valual ion, including one day's work, which every male taxable over twenty-one years of age shall personally woik ont under the direction of the road master as hereinafter provided, or shall pay its equivalent in cash, provided that every male taxable whose valuation shall not exceed one hundred dollars shall work but one diy or pay in cash therefor, tbis valuation 'all be the last adjusted valuation tor purposes and which shall be furnish- ul to said rood commissioners by the comm 33ioners of the proper county.

They nil also divide their township into at I- -t as many road districts os there are i-nh schools iu the townahip and appoint a for each distlicr, whose duty it f' be to ace that the work done on his or division ia ia accordance with in and specifications furnished him by road commissioners, and to oversee the employed while at work on the roads keep time of each man woiking nnder I and rejiort to the road commissioners i i i ten ns they direct. Andiorther, ilr. Speaker'' this bill was conceived by gentleman llt- ing in Philadelphia who for the last two years has been fighting this memorial association not only in the courts of Adams county but also iu Philadelphia, and it looks to me like a direct slap at the Grand Arrnv of the Republic and an insult to the Memorial Association "This asaotiatioi, Mr. consists of 21 directors who are elected annually by the stockholders and tbe great majority of the shares is held by the-different Grand A i posts and other veterans of Ihe late war, not only in Pennsylvania, but in everv State that furniahed troops for the nion army at Gettysbnig.
