Main Eph-rata, where friends may call from 7 to 9 p.m. Thursday. Burial will be in Middle Creek Brethren Cemetery, Ephrata. ELOISE BURNS SHAFFER, 85, of 1311 N. Hillside Carrcroft, died Saturday of heart failure in St.

Francis Hospital. Mrs. Shaffer was a Wilmington city Employee, retiring from the office of Municipal Court Clerk in 1957 after 35 years. She had worked in the City Clerk's office and for many years for the city's assessment board. She was honored at a luncheon by the women employees of city offices and agencies in 1957.

In 1961, she became president of the 10th Ward Republican Women's Club. She was a member of West Presbyterian Church for 71 years. She pitched for one of the early women's hardball baseball teams in Wilmington. She sometimes participated with her brother in a Vaudeville act, "Denny and Burns." She was a pianist, vocalist and enjoyed telling humorous stories. Her husband, Helems died in 1974.

She is survived by several nieces and nephews. Services will be at 11 a.m. Thursday in Chandler Funeral Home, 7230 Lancaster Pike, Hockessin, where friends may call one hour earlier. Burial will be in Silverbrook Cemetery, Lancaster Avenue and Du Pont Road. By LAWRENCE HARDY Staff reporter WILMINGTON A suspected major crack cocaine trafficker and 29 others have been arrested in a two-week investigation of drug dealing at the Riverside housing project, city police said Tuesday.

Parker Lee Johnson, 45, of Raven Turn in Brookmont Farms, was arrested Tuesday morning after undercover officers watched him make a drug deal at 27th Street and Edgemoor Avenue, police said. Officers confiscated more than 880 capsules of crack cocaine which they said had an estimated street value of $22,000. It was the largest seizure of crack cocaine destined for sale in Wilmington. Police said the seizure may mean crack a deadly form of cocaine that has plagued larger cities but largely bypassed Wilmington is finally gaining a foothold here. Earlier this year, most Wilmington users were still smoking cocaine in its less-addictive powdered form.

"If crack catches hold here, we ain't seen nothin' yet," said Sgt. Don Roberts of the city vice squad. At a news conference Tuesday, police displayed the orange and white crack capsules, as well as $437 in food stamps, $3,181 and bullets taken from two of Johnson's cars. During the investigation, 10 other cars also were seized. The probe began after four residents called police within 24 hours, complaining of the project's open-air drug market.

"This is the result of the citizens of Wilmington calling in with their complaints," said Lt. John Desmond, commanding offi mere, Del. Mr. Jones worked for about 25 years for Local 199, Laborers International Union of North America, Wilmington, Del. He was an Army veteran of the Korean War and a member of Parker White Post 143, American Legion of Chestertown, Md.

He is survived by a son, Guy E. of Worton, two daughters, Delphine M. Jones of Worton and Iris L. Jones of New Castle, a stepson, Clifton R. Wilson of Worton; a stepdaughter, Helen Burke of Still Pond; three brothers, Aldotha C.

of Chestertown, Rodney A. of New Castle and William A. of Worton; six sisters, Jean Wickes of Jamaica, N.Y., Lucinda Ferrell of New Castle, and Faye Little, Peggy McCloria, Iris Oakley and Erma Jones, all of Worton, and eight grandchildren. Services will be at 2 p.m. Thursday in Mount Olive AME Church, Butlertown, near Worton, where friends may call from 7 to 9 tonight and at noon Thursday.

Burial will be in Union Cemetery, Coleman Corner. NORMAN MASSIAH, 50, North Port, Long Island, N.Y., died Friday of cancer in North Port Hospital. Mr. Massiah worked for the North Port Post Office. He is survived by a daughter, Sharon Cooper of Toledo, Ohio; his father, the Rev.

Winston J. Massiah of Barbados, West Indies; three brothers, Winston Jr. of New Orleans, Ezekiel of New York City, and St. Clair Hunte of Barbabos; two sisters, Ruth Quinn of Newark, and Anna Bligen of Cambria Heights, Long Island; and a grandson. Services were Monday in New York City, with burial in Calver-ton National Cemetery, Long Island.

SAMUEL J. MINK II, 50, of 828 Providence Road, Malvern, died Monday of cancer in the Hospital of the University of Pennsylvania, Philadelphia. Mr. Mink had been a real estate agent for five years. He was a member of the Union League, North East (Md.) River Yacht Club, Chester County Board of Realtors and chairman of racing and board member of Radnor Hunt.

He was on the U.S. Olympic Committee for the 3-day equestrian event and was a member of U.S. Combined Training Association, cq He is survived by his mother, Catherine Walsh Mink; and a sister, Mariann Mink of Bethesda, Md. Mass of Christian Burial will be offered 10 a.m. Thursday in Annunciation B.V.M.

Catholic Church, Havertown. Burial will be in Holy Cross Cemetery, HELEN M. BURTT, 98, of the vjEpiscopal Church Home, Lancaster Pike, Hockessin, formerly of 111 W. 29th Wilmington, died at the home Sunday, Mrs. Burtt was a homemaker.

Her husband, Charles died an 1965. She is survived by a great-niece. Graveside services will be at 10 a.m. Thursday in Silverbrook Cemetery, Lancaster Ave. and Du Pont Road.

MILDRED "MIDGE" REBECCA CROUSER, 75, of Vienna, W.Va., died Tuesday of heart failure in Union Hospital, Elkton, Md. She 'had been visiting her son and daughter in Newark, Del. Mrs. Crouser was a cook for 20 years at Vienna School. She was a member of Vienna Baptist Church and the ladies auxiliary of Vienna Volunteer Fire Company.

Her husband, Elmer, died in 1983. She is survived by two sons, i tarry E. of Newark and William E. of Parkersburg; a daughter, Laura Joann Perrine of Havre de Grace, a brother, Robert Barringer of Williamstown; a sis- ter, Anna Ohara of Vienna; eight grandchildren and seven great- grandchildren. Services will be at 2:30 p.m.

JOHNSON, 78, of 64 W. Fourth New Castle, died Sunday of heart failure at home. Mrs. Johnson was a domestic for many years for Carolyn du Pont Irving. She was a member of New Cas-; tie Senior Center and Mount Sa-i lem United Methodist Church and member and treasurer of its Willing Workers.

She was a 1929 i graduate of Howard High School. i Her husband, James A. died in 1964. She is survived by two sons, James A. Jr.

and Willard N. both of New Castle; three daughters, Erma Johnson of New Castle, and Mitzie J. Copes and Darlene Miles, both of Wilming- ton; three brothers, Edward and Willard Henry, both of Wilming- ton, and Harold Henry of Lake Wales, seven grandchildren and three great-grandchildren. Mr. Parker worked for about six years at Star Dust, a janitorial service in Newark. He was a former member of Mount Salem United Methodist Church, Delaware City. He is survived by his wife, Pear-line; four sons, Corey, Eric, Robert and Clinton, five daughters, Quiya Parker, Maria Parker, Jacqueline Parker, Brandon Parker and Tanya Parker; his mother, Nellie Hubbard, four brothers and 11 sisters, all of Wilmington; and four grandchildren. Services will be at 1 p.m.

MERLE NELSON QUIGLEY, 71, of River Park Apartments, 1100 Lore Penny Hill, formerly of Bloomsburg, died Tuesday of an apparent heart attack at home. Mr. Quigley was co-owner and operator for the past 4 years of Licketysplit Ice Cream store, Wilmington.

Earlier, he was manager of Rite Aid Discount Pharmacy, Catawissa, Pa. He was a member of Holly Oak United Methodist Church and on the board of directors at Sellers Senior Center. His wife, Mary Esther Stone Quigley, died in 1984. He is survived by a son, Daniel of Wilmington; a daughter, Karen Werl-ing of Pittsburgh; a brother, Robert, and a sister, Fern Botten-bach, both of Carlisle; eight grandchildren and a great-granddaughter. When Kit Thomas heard the noise Tuesday afternoon, she had a pretty good idea what was happening. "I thought the world was blowing up," said Thomas, 16. Instead, Thomas saw a truck drive through a kitchen wall of her Main Street home and out into the back yard. Thomas and her friend, 14-year-old Danny Johnson of Chesapeake City, were at the kitchen table, directly in the path of the truck. Both were thrown clear and neither was seriously injured.

They were treated at Elkton's Union Hospital. The driver of the Chevy Blazer, identified as Nick Harkins of near Middletown, refused treat ment, witnesses said. Ted Thomas, Kit's father, said he was painting the front porch when he saw the truck nick the rear wheel of a state dump truck, veer across Main Street and take out a 15-foot section of his neighbor's fence.
