B6 Akron Beacon Journal Friday, July 5, 1985 TELEVISION How Ch. 19, the new kid on the block, started so fast Mark Dawidziak It was the re-run factory. It was the television station that again and again had to push back its debut. It was the ril-believe-it-when-I-see-it channel. The expectation was that WOIO-Ch.

19, Geveland's third and newest independent station, would stumble onto the Northeast Ohio television scene like weekend softballers trying to play in the major leagues. Armed with old programs, they were going to fight for a piece of the country's 11th largest TV market an extremely competitive market that had an NBC-owned station (WKYC-Ch. 3), two ABC affiliates (WEWS-Ch. 5 and WAKR-Ch. 23).

a CBS affiliate (WJKW-Ch. 8), two PBS stations (WVIZ-Ch. 25 and WNEO-Ch. 45WEAO-Ch. 49) and four independents (WDLI-Ch.

17, WUAB-Ch. 43, WCLQ-Ch. 61 and WOAC-Ch. 67). Yeah, well, try not to embarrass yourselves, fellows.

WOIO president Hubert Payne and his team showed up to play, however, and the early returns weren't just good they were fabulous. The May Arbi- the movies, but we've had letters and phone calls from people thanking us for not cutting them so heavily." Now consider Channel 19's on-air look. It's clean and sharp. It doesn't have the appearance of station thrown together overnight. Some money was spent on the technology.

"We didn't buy a package (a formula design used by stations in different markets)," Affe said. "I hear jingles in this market I've heard in other towns. I can sing them with different words. Our look was designed for us, with color and dimension in mind. People are telling us, 'Boy, you look like you've been on the air for Getting on the air is easy.

Living up to the commitment of being fresh and innovative is difficult. "We didn't do it on the cheap. We've got computerized state-of-the-art equipment and we were built for stereo. There are only about six stations in the country with a system that's this advanced. With our programming and our technology, we've got one foot in TV's past and another in its future." station," Affe said.

"I just look to see if it's a good show. Are most first-run network shows better than I Love Lucy, Alfred Hitchcock Presents, The Mary Tyler Moore Show, Little House On the Prairie and The Odd Couple? That's quality programming. Yeah, those are re-runs, but I think people would rather watch them than the 11th re-working of Me and the Chimp on the networks." Channel 19 also had the benefit of a "buzz" or curiosity factor people eagerly anticipating the arrival of a new channel. They kept the talk going, though, by airing lightly edited versions of acclaimed theater movies like Animal House and The Deer Hunter, In essence, WOIO became a cable-style channel for a city that's yet to get cable. Remember, recent films and vintage television series are staples of cable services (CBN, USA, WTBS) that many Clevelanders have never seen.

"That was a given in our planning," Affe said. "It certainly helps that many don't have the option of cable. Absolutely, we wanted to get some attention with it was in operation only 10 days (three were the Memorial Day weekend) when the May ratings period came to a close. It was on just a small number of the area cable systems. Translation: A heap of viewers those people who are supposed to change their tube-gazing habits oh-so-slowly found Channel 19 in a short amount of time.

An effort was made to sample the UHF newcomer. How did they do it, these people who seemed destined to be the Larry, Darryl and Darryl of Cleveland broadcasting? Start with the personnel. Payne put together a team of professionals headed by station manager Dennis P. Thatcher and program manager Robert Affe able to implement a battle plan that would work in this market. Go to the programming.

Although WOIO executives did opt for a schedule dominated by re-runs, money and thought were spent on the selections. Old network series like Mork and Mindy and Happy Days delivered viewers advertisers liked adults 18-54. "Some people called us the re-run tron ratings book Channel 19's first found the newcomer outdrawing WCLQ-Ch. 61 and breathing down the necks of WUAB-Ch. 43, the area's top-rated indy.

While Channel 43 managed to attract three percent of the 17-county market's 3.6 million TV homes and nine percent of the people watching TV, Channel 19 wasn't far behind, drawing 2(5'r. Those were better numbers than Channel 17, Channel 23, Channel 61, Channel 67, Channel 25 and Channels 4549. That's a lot of respect in a big hurry. And to fully appreciate WOIO's accomplishment, you have to realize that TONIGHT 6:00 6:30 7:00 7:30 8:00 8:30 9:00 9:30 10:00 I 10:30 11:00 11:30 12:00 12:30 1:00 1:30 News NBC News Players Nesmith Spencer MiamiVice News 11:45) Carson News ABC News Fortune Jeopardy! With George Hamilton signed for ABC's Dynasty, the producers are going after Barbara Stanwyck and Charlton Heston for Dynasty II: The Colbys, the November spinoff series.
