B7 TELEVISION Tuesday 6 Simon Simon silly stupid copy of good shows David Bianculli Whenever CBS tries to copy another network's popular program, its efforts invariably are too little and too late. The classic example of this is The American GUIs, a CBS attempt to clone (and cash in on) the full-breasted, empty-headed success of ABC's Charlie's Angels. Tonight at 8, CBS is unveiling Simon Simon (WJKW-Ch. 8, WKBN-Ch. 27), an unsuccessful copy of an unsuccessful ABC detective show, Tenspeed and Drown Shoe.

Tenspeed and Brown Shoe, written by Greatest American Hero and Rock-ford Files creator Stephen J. Cannell, concerned two men with wildly different lifestyles who combine forces as partners in a two-man detective agency. And when you compare the two programs, Simon Simon 's similarities to Tenspeed are more than superficial. First, Simon Simon concerns two produced Baa Ekia Black Sht'ep with his mentor the aforementioned Stephen J. Cannell.

OBVIOl'SLY, DeGuere was paying close attention while working hand-in-hand with his unofficial sponsor: He even shot Simon Simon at Universal Studios, home of all of Cannell's productions. Therefore, Simon Simon has the Rockford "look," and the chase and fight scenes are imaginatively staged but that's always the case with TV pilots, because producers are out to wow the networks and test groups with a lot of flash and dazzle. The true litmus test of a new series is whether the protagonists are sufficiently interesting to warrant a second visit. Simon Simon fails that test. The brothers' relationship is contrived, dating back to the Smothers Brothers albums of the early '60s: They have a "Mom always liked you best" fight.

WHAT'S WORSE, their characters are stupid. Neither one recognizes a series of numbers and letters as a Dewey Decimal number, a configuration unmis-takeable to anyone who's spent more than 10 minutes in a public library. Actually, though, that could be a blessing. If the actors' IQs are comparable to their characters', they'll be spared the embarrassment when the ratings come in for Simon Simon. They won't be able to comprehend the justifiably low numbers NBC HAS CANCELED Nashville Palace, and will move Thursday's low-rated Harper Valley and Lewis Clark to Nashville's 9 to 10 p.m.

Saturday time slot. The NBC comedies will be replaced at 8 to i p.m. Thursday by a TV version of Fame, beginning Jan. 7.
