LI i -u i- E28 Jim McDaniels with Seattle Rick Barry with Warriors Wilt Chamberlain joins L.A. camp Charlie Scott a Phoenix Sun By Sam Goldaper New York Times News Service NEW YORK The National Basketball Association begins its 27th season Tuesday night, and the Los Angeles Lakers, the league champions last season, may find it tougher making the playoffs.

Should the talented Lakers of Wilt Chamberlain, Jerry West and Gail Goodrich, who won a record total of 69 regularseason games, including 33 in a row, fail in a playoff bid, it won't be a sudden collapse of a team with one of the highest NBA payrolls. Chamberlain reported to the Lakers Monday after resolving contract difficulties. The Lakers did not disclose details, and said he should play against the Kansas City-Omaha Kings in Omaha Wednesday. Tonight's openers have the New York Knicks at home against Seattle, Philadelphia at Chicago, Atlanta at Buffalo nd Baltimore at Cleveland. The change would be attributed to a new playoff structure, realignment and the strengthened Phoenix Suns and Seattle Supersonics, also members of the Pacific Division.

THE top two finishers in each of the four divisions no longer will qualify automatically for the playoffs. Instead, only the division champions qualify. The other four berths, two from each conference, will be decided by the highest winning percentages. Conceivably, three teams from one division could make the playoffs, a possibility in the Pacific Division. The strengthening of the Pacific Division came with the Phoenix Suns moving in and the Houston Rockets leaving for the Central Division.

Charlie Scott, the American Basketball Association's leading scorer last season, jumped to Phoenix, and ABA standouts, John Brisker, and Jim McDaniels, joined Spencer Haywood, another ABA deserter, in Seattle. The Golden State Warriors further strengthened the Pacific Division with Piick Barry's return to San Francisco. BESIDES Phoenix and Houston, realignment also involved the Kansas City-Omaha Kings, who played last season as the Cincinnati Royals in the Central sion. The Royals moved in hopes of finding more customers. The switch doesn't appear to be a good one, since the Kings wound up in the Midwest Division with the MilwaukeeBucks and Chicago Bulls.

That's no way to build a new following. Six coaching changes have been made since the Lakers beat the Knicks for the championship, 4-1 last May. Jack Ramsay moved from Philadelphia to Buffalo and- replaced the ousted John McCarthy. Roy Rubin, the Long Island University coach, took over Ramsay's Philadelphia problems. After seven seasons of coaching the Atlanta Hawks, Richie Guerin became the general manager and Cotton Fitzsim-rnos of the Phoenix Suns replaced him.

Butch Van Breda Kolff, whose coaching problems were numerous In Los Angeles and Detroit, replaced him at Phoenix. LENNY Wilkens, 'given the choice to play or coach Seattle, chose to play. Tom Nissalke, the ABA coach of the year last season, succeeded Wilkens. A few weeks later, Wilkens, a 12-season pro, was traded to Cleveland for Butch Beard. Jack McClosky traded his college coaching job at Wake Forest for the headaches of the Portland Trail Blazers, whose 18-64 won-lost record was the worst in the NBA.

Besides the challenge to the Lakers won only 22 of its 82 games. The rise of the Braves doesn't stop there. The Braves' front line will be tough with Bob McAdoo, the tough 6-9 top draft choice, joining Elmore Smith, the 7-footer, who tied for fifth in rebounding and averaged 17.3 points in his rookie season, and Bob Kaufmann, a two-time all star. HOWIE Komives, obtained from Detroit, will help the backcourt of Dick Garrett, Mike Davis, Abdul Rahman, the former Walt Hazzard, and Harold Fox, the rookie from Jacksonville. The only team heading downhill is Phil-ad elphia.

The 76ers lost Billy Cunningham, their top scorer, rebounder and drawing attraction, who went to the ABA Carolina Cougars to play out a pre-' vious contract. Philadelphia hired Rubin to rebuild, but for this season it will be primarily the old big names Hal Greer, Bill Bridges and John Block trying to keep the 76ers out of the cellar. within the Pacific Division, Milwaukee, with Kareem Abdul-Jabbar and Oscar Robertson, and the Knicks, with a healthy Willis Reed, could make Los Angeles a one-year phenomenon. The apprehension about Reed's recovery from the tendonitis of the left knee that kept him sidlined most of last will continue through most of the gruelling 82-game schedule. DURING the preseason games, the Knick captain showed signs of recovery, but even he was not ready to admit the 10-month layoff was a cure-all.

With a fit Reed, the Knicks would be the favorites for the NBA title. Without him they are a solid team of outstanding individual talents, blended together by coach Red Holzman's stress of unselfish team work and a hard-working, helping defense. Jerry Lucas, obtained from the Golden State Warriors as a backup center for Reed, was pressed into full-time action last Nov. 11 when the Knick captain played his last game. Playing center for the first time since he was an Ohio State All-America in 1960, Lucas did more than was expected of him.

With Reed back, Lucas's functions will be to spell Reed, and Debusschere and Bill Bradley, at the forwards. EARL Monroe, who became a Knick the day Reed stopped playing, had an operation for the removal of a bone spur on his foot that should improve the efficient backcourt of Walt Frazier, Dean Meminger and Dick Barnett. Boston won its first divisional title in eight seasons last March, and the Celtics will have a lot to say about the divisional winner again. John Havlicek, Dave Cow-ens and Jo Jo White remain the heart of the Celtics. The addition of Paul Silas will hep the rebounding, a decided weakness.
