Complexicable is the only one to offer HSN II. WCLQ has been running behind independents WUAB-Ch. 43 and WOIO-Ch.

19 in the Cleveland ratings wars. Channel Communications purchased Channel 61 from Elmer Balaban and Cleveland Associates. Most of WCLQ's schedule consists of old movies and syndicated programs. Until August 1983, the station leased its evening signal to subscription TV service Preview, which sent scrambled signals to customers with decoder boxes. Preview died in Cleveland after 26 months because it lost the affluent suburbs to rapidly expanding cable wiring.

This sealed the doom of a service that was plagued by ever-growing signal piracy via legally sold but non-Preview decoder boxes. Jonesboro, and KPLC-Ch. 7 In Lake Charles, is a division of NAS-CO, a corporation that handles such items as National Football League merchandise. According to White, the company is not looking to get out of the TV business just the Cleveland market. When HSN stock went public in the spring, it quintupled in price in two months.

Since that time, the cable operation has been doing some shopping of its own for independent stations that can carry its service to viewers who don't have cable. Launched in July 1985, HSN's first cable operation featured hosts pitching a variety of discounted merchandise: "manufacturers' overstocks, overruns, closeouts, odd lots and liquidations." Cable viewers could purchase items by calling one of 600 toll-free 800 numbers and paying by credit card or check. HSN was so successful that a second service, HSN was started in March. Aimed at a more upscale audience, this sister-service hawks, in the words of a press release, "innovative offerings of Financially troubled Gevcland independent station WCLQ-Ch. 61 on Wednesday became the sixth station sold to the Home Shopping Network (HSN), a 24-hour shop-at-home cable service.

HSN, which operates two national buy-via-TV cable services from its Clearwater, headquarters, wants 12 UHF stations, the legal limit, and Channel Communications of Nashville, which bought WCLQ for $14 million in May 1984, has been looking for a buyer since early this year. Other stations purchased by Home Shopping Network are Newark, N.J. WWHT-Ch. 68; Smithtown, Long Island, N.Y. WSNL-Ch.

67; Boston WVJZ-Ch. 66; Baltimore Washington market's WKJL-Ch. 24; and Philadelphia Atlantic City market's WSJT-Ch. 65. Although HSN will pay $15 million for Channel 61 if the Federal Communications Commission approves the deal, Channel Communications is selling the station at a loss.

To stay competitive in Cleveland's hot three-way battle of ide- pendent stations, WCLQ purchased such top-dollar syndicated programming as Dallas, The Love Boat and Simon Simon. "I wouldn't pretend that this is a profit deal," said Jack White, WCLQ's vice president and general manager. "Channel put a lot more than $1 million in this station. Estimates are that the station won't go into the black until September or October of 1987, and I think Channel was just tired of losing money. At least they didn't want to lose any more money." Channel, which owns two other stations (the profitable KAIT-Ch.

Starting Sept. 8, Channel 61, which usually signs off the air at about 1:30 a.m., will go to 24 hours, carrying the HSN signal for 18 of those hours, 9 p.m. to 3 p.m. "The six hours from 3 to 9 p.m. will be for the syndicated product we now have that we think is most appropriate for those time slots," White said.

"What doesn't go in those six hours will be negotiated with the syndicators.
