Normally in November, as in February and May, the networks load their schedules with top-notch programming to help affiliates do well in local ratings. (AP) "Wil-lard-mania" is back in this coastal Georgia town, which finally will get to celebrate Willard Scott Day after all.

Scott, the popular weatherman on NBC's "Today" show, will make a brief visit Friday to Kingsland and neighboring St. Marys. His visit is an effort to make up for the disappointment felt by residents who thought, because of an elaborate hoax, that he was coming in August. "Everybody's so excited," said Martha Newsome, executive director of the Kingsland Tour and Travel Association. She said Friday has been proclaimed Willard Scott Day in the town of about 2,000 people.

,1 Scott is making a special personal appearance and will not be broadcasting from Kingsland, said NBC spokeswoman Leigh Curtin. "He's spending the day there because of what had happened," she said. In late July, a woman visited the Kingsland-St. Marys area, which borders Florida's east coast, and said she was with NBC. Local officials, said she began making detailed plans for Scott and newsman John Palmer to do a documentary on the community impact of the Navy's Kings Bay submarine base.

The woman stayed in town 10 days, then disappeared. NBC officials said she did not work for the network. Newsome said Monday that the two neighboring towns were busily making plans forScott's visit, which will include a stop at Kingsland City Hall and lunch in St. Marys. "We've got him a basket of food, local Georgia products, those kinds of things," she said.

A delegation of Georgians will take a bus Friday to meet Scott at the airport at nearby Jacksonville, and drive him to Kingsland, Newsome said. After visiting for a few hours, he will continue a trip to Florida. "Of course, everybody wants to be on the bus. The only one I keep plugging for is the Tom Jones character I mean, I got to sing. I'm not much of a singer, at least the public didn't recognize me as such, although I did. But I got to do this Tom Jones character in one sketch and I got to sing three numbers with tremendous bathos, I might add and that was a ball, 'cause they brought in the extras and they were all the blue-rinse crowd and they just went crazy. They bought it immediately and it just puffed me right Q.

Q. Your background is in theater. Do you enjoy that more than television or film? A. The rewards in film or television, I think, are a little more elusive, perhaps or not as immediate, certainly as theater. But I do like and I'm fascinated by the medium.

Nor do I have any sort of pejorative feelings toward television it's powerful, and I think it can be terrific. Matter of fact, I'd say some of the more enjoyable experiences I've had were actually doing a soap one year I did "Ryan's Hope" and I enjoy "The Tracey Ullman Show" it may have spoiled me for television to some degree, 'cause I don't have to -come back every week as Joe Blow characters? A. I have input into the characters 'to some degree not in terms of the original writing of it, though I think that if I were to write a bit they would certainly look at it. Q. What's the cast of "The Tracey Ullman Show" like to work with? A.

"Oh, they're low-lifes. All of them. Complete scum. No, really, 'it's an interesting group. I came in after the sixth show and I didn't feel terribly comfortable.

Q. Because of the lateness of your arrival in the group? A. Because of the lateness and also because, truthfully, the social dynamic of the show is an odd one. I spoke with (executive producer) Jim Brooks about this later and I said, know, it's like we're all square pegs, aren't we?" And he said, "Yeah," and that the same thing occurred on Mary Tyler Moore. body was from a different discipline on that show, somebody had been in sitcoms, somebody came from the stage and somebody had been a stand-up comic, and yet whatever the dynamic was that's forged from it, it's singular and it works. Q. What's Tracey like to work with? A. Tracey's terrific. She's phenomenal.

You know, you work with somebody and you sort of get to know their ins and outs, but every now and then she'll just floor me.
