Those of us who are associated in this cause are convinced: 1.

That the American people have never been fully and honestly advised by the Johnson Administration as to why we are so deeply involved in Vietnam: 2. That the war is illegal, inasmuch as the Constitution of the United States provides that if we are to become engaged in a war, it must be by a Declaration of the Congress of the United States, and there has been no such Declaration; 3. That the United States by preventing a free election in Vietnam in 1956, as provided by the Geneva Convention, bears a major responsibility for the present condition of that unhappy country and the unnecessary loss of so many lives; 4. That the United States has supported every military dictatorship in Vietnam, including the present one, despite the unpopularity of the Ky regime and the demand of the people of South Vietnam for the right to choose their own civilian government; 5. That we have no just quarrel with the people of Vietnam and the bombing of primitive villagers and the destruction of their homes is cruel and inhuman and contrary to the conscience and traditions of the American people; 6.

That we are opposed to the sending of our boys 12,000 miles from their homes to kill and be killed, fighting against people who have done nothing to endanger this country; 7. That our military intervention in Vietnam has strengthened rather than weakened the cause of Communism, and disappointed and dismayed our true friends in Europe and Asia. Many prominent American Senators and Congressmen have spoken out against the war, for reasons similar to those which are above enumerated. But the people of Delaware have no choice. Senators Williams and Boggs and Congressman McDowell support Johnson's war policy.

It is for this reason that we have come to the conclusion that we have no alternative but to attempt to form a third party. We do not underestimate the difficulties which must be overcome. We have no patronage to dispense; we have no paid workers; and we have very little money. Nevertheless, at a time when our sons are being called upon to fight and die in a useless and unjust war, we have decided to make the effort. Your response to this advertisement will determine whether or not we shall succeed.

With your help, we intend to support a Senatorial candidate and a Congressional candidate in the November election, pledged to support the following program 1. For the United States to take the initiative in scaling down the fighting to achieve a cease fire; 2. For the United States to encourage negotiations with all concerned parties including the Vietcong (National Liberation Front); 3. For a settlement which permits the Vietnamese people freely to work out their own future; 4. For the use of international agencies to settle disputes among nations; 5.

For the avoidance of military intervention in the affairs of other nations; and 6. For the increasing use of our resources in constructive economic and social programs at home and abroad. In order to qualify as a political party, we must obtain at least 500 signatures of qualified voters in each county, pledged to support the Constitution Party. We also need volunteer helpers and your financial support. We are sick at heart at the position which our beloved country has been forced to assume in Vietnam under the direction of President Johnson.

We are frightened and dismayed to see the Congress of the United States, with few notable exceptions, forfeit the respect of the American people by refusing to insist on their rights as a coordinate branch of the American government. The two party system has failed the American people in this time of crisis. There is no opposition party to the Johnson policy. Ours is an attempt to regain control of the government of the United States for the people of the United States. In Delaware, the Constitution Party is the answer.
