today. WASHINGTON Henry A. Kissinger says he was told of alleged South Korean bribery of one congressman in 1972, but that he did not hear until 1975 of possible widespread payoffs. Kissinger testified Thursday that when he got the definitive evidence in October 1975 of wider bribery attempts, he and President Gerald R. Ford launched a Justice Department investigation.

Kissinger told House international relations subcommittee members the investigation, which has led to three criminal indictments, was launched over the objection of U.S. intelligence agencies who were afraid a source "would disappear." HE SAID he and every congressman knew in 1972 that South Korea was lobbying to reverse former President Richard M. Nixon's decision to withdraw 20,000 U.S. troops from that country. Kissinger testified that he got only one, if any, of three warnings from the late FBI Director J.

Edgar Hoover in 1971 and 1972. The warnings said Tongsun Park and aides to South Korean President Park Chung Hee were making political payments in Congress. "I recall the information pertaining to one that is the alleged bribery of one congressman who was later indicted," Kissinger said. He did not name the congressman but subcommittee aides said he was referring to former Rep. Cornelius E.

Gallagher who was convicted in an unrelated New Jersey kickback case in 1972. A Hoover memo dated Feb. 3, 1972, said U.S. intelligence had learned that a congressman, now identified as Gallagher, had "sought election campaign contributions from President Park." U.S. DISTRICT Judge Barrington D.

Parker has set a tentative schedule to determine whether ailing former Rep. Otto Passman (D-La.) can stand trial on bribery charges in the Korean influence-buying case. Parker said he will assign two doctors to examine Passman, 77, and will announce his decision by mid-May. Passman has been a patient at a New Orleans hospital since March 29, two days before he was indicted on charges of accepting bribes from Tongsun Park and of using his influence to sell surplus Louisiana rice and yams to the South Korean government. at the Billow Chapel, 472 W.
