STAFF REPORTS Tyler Freeman, an incoming sophomore at Sparks High School, won the 10th annual Tennis Skills Open Competition held at the Sparks High Tennis Facility Wednesday. Freeman, who finished near the top in the first four events, won six in a row for a 58-52 victory over graduating Sparks High senior Justin Larsen. Larsen set records in the speed runs: one court 1 twocourts( 16:05) and the 400 1 17.94).

Chris Early, who tied for third, set a record in the three-court speed run The 10 events in the skills competition were the speed runs, forehand and backhand ground strokes, serving from both sides, volleys and the ball pass, which deals with racquet control. Chris Cook, who will be a freshman at Sparks High, ran a 1 :20.98 in the 400. Cook has Cerebral Palsy and competes side by side with the other athletes. Third-place in the skills competition ended in a seven-way tie with Cook, Early, Brandon Wagoner, Jose Figueroa, George Macias, Natalie Marines and Wendy Najera all finished tied. Mario Vidrio won all four of the speed runs and held on to win the 12-under division.

1 p.m. Aug. 2 Aug. 6 Aug. 23 MORNING BRIEFING To avoid stress, see your local astrologer LOS ANGELES TIMES It's hard to get a fix on the globe-enthralling, hooligan-beset World Cup, which, depending on what you read, was either exhilarating, dangerous, unforgettable or unmemorable.

For sure, it was zany enough. The New York Times' Jere Longman remembers, "Glen Hoddle, the English coach, hired a faith healer. The Romanian players dyed their hair gold. Miroslav Blazevic, the eccentric Croatian coach, got through the tournament on cigarettes, chocolates and faxes from his astrologer." Then there was supposed superstar Ronaldo of Brazil. The mystery ailment that slowed him in the final is now being called simple stress, the result of such burdens as his 125 million Nike contract.

Said Brazilian team doctor Lidio Toledo, who took Ronaldo to the hospital before the game: "His illness was due to stress. I took him to the hospital and asked for a thorough test, like electrosonography and electrocardiogram." Said the 2 1-year-old Ronaldo: "There's too much pressure. I need to change my life. I need a better life." Our national no-show: Who is to blame for the American World Cup debacle? Coach Steve Sampson has resigned, to his players' delight. "From the beginning, this whole World Cup has been a mess," Tab Ramos said.

"I blame the coaches for the losses. I have no problem saying that." The players have looked better, themselves. "American players such as Tab Ramos, Eric Wynalda and Alexei Lalas blamed Sampson without assuming any personal responsibility," Longman wrote. "It was the failure of experienced players, not Sampson's dereliction, that contributed most significantly to the American embarrassment." Trivia time: At the 1983 British Open at Royal Birkdale, what player missed a three-inch putt trying to backhand the ball into the cup and finished one stroke behind winner Tom Watson? Missed opportunity: Controversial talk-show host Jerry Springer made his TV debut in 1960 as a ball boy at the U.S. Open.

Springer, who lived near Forest Hills, passed up a chance to see the Yankees with friends to volunteer to work for 55 cents an hour. He was chosen, worked the Rod Laver-Neal Fraser finale and has never regretted it. "My friends saw me on television." Springer says. Just think what we might have been spared if tournament officials had chosen some other tyke. The 40-40 club: Toronto's Jose Canseco, the first player to hit 40 home runs and steal 40 bases in the same season, could do it again, with a bonus thrown in.

Through Tuesday's games, Canseco was on a pace that would give him 47 homers, 4 1 steals and a .240 batting average. Trivia answer: Hale Irwin. And finally: Jayson Stark of the Philadelphia Inquirer, on Mark McGwire's complaint he didn't get the pitches where he wanted them in his first-round homer derby exit: "Boy, how feared is this man? They even pitched around him in a home-run derby." Aug. 8 at Dallas Aug. 16 at Green Bay Aug.

1 p.m. denotes live broadcast (Schedule subject to change) SPORTS DIGEST Reinsdorf doesn't know Jordan plans CHICAGO Chicago Bulls chairman Jerry Reinsdorf expects his team to name a new coach "within the next week or two" but insisted Wednesday he still doesn't know whether Michael Jordan will retire. In an interview on ESPN's "Up Close," Reinsdorf said he talked with Jordan about possible candidates to replace Phil Jackson but that the five-time MVP doesn't have veto power over the selection. "I had a nice conversation with Michael before July 1 Since then, of course, because of the lockout I'm not allowed to talk to him," Reinsdorf said. "But I think I have a pretty good feel at this point.

Under the rules, when we do reach a decision I'm just simply not allowed to talk to Michael." CBS to televise ABL championship PALO ALTO, Calif. Two of the American Basketball League's championship games this season will be televised by CBS, the league and the network announced Wednesday. CBS will televise the first and third games of the 1999 best-of-5 finals on Sunday, April 18, and Saturday, April 24. The ABL is to announce the rest of its national television package next week. "We felt that this CBS deal was a major breakthrough and important enough to warrant its own announcement," said Gary Cavalli, the ABL's chief executive and co-founder.

Player slain in carjacking ATLANTA Tony Moore, a basketball player at Southwestern Louisiana in the early 1990s, was shot to death last weekend in an apparent carjacking, police said Wednesday. The 25-year-old player from Atlanta was found early Saturday behind a building, said homicide Lt. Tony Biello. He said Moore was shot several times and his car was stolen. "We consider it a carjacking," Biello said.

Moore's late-model Chevrolet Impala was found abandoned north of Atlanta. Moore, a 6-foot-2 guard, was the sixth man for the Ragin' Cajuns from 1991-94. He is the first player in the school's history to score 1,000 points without being a full-time starter. Bill Bates becomes full-time coach WICHITA FALLS, Texas After a 15-year, over-achieving NFL career, special teams star Bill Bates has decided to become a coach, so he can help new coach Chan Gailey turn the Dallas Cowboys back into a Super Bowl contender. Owner Jerry Jones announced Bates' career switch on Wednesday as the Cowboys became the first NFL team to open training camp.

"Bill will be a fulltime coach, not a player coach," Jones said of the 36-year-old Bates who became a salary cap liability because of the raise to a $375,000 minimum for veterans. "He will stay in shape and be available to play if we need him." Athletics extend King's contract OAKLAND, Calif. Bill King has been broadcasting Oakland Athletics games for nearly two decades, and he's not planning to slow down any time soon. "What's not to keep me going, really," said King after the A's extended his contract through the 200 1 season this week. With the new contract, the dean of San Francisco Bay area sports announcers aims for an uninterrupted run of 2 1 seasons as the voice of the A's.

King got his start broadcasting minor league games in Illinois in 1948. A conversation with Cleveland Indians announcer Herb Score helped King identify the key to his longevity. "I asked him, 'My God, how do you do it every day?" King said. Urbani said he's healthy now, but underwent surgery to repair a 70 percent tear of the rotator cuff after the 1 995 season. Coming back too quickly, he struggled with the Cardinals and Tigers. "Like an idiot, I pitched with it all year," Urbani said. "I made it worse." He pitched for the Texas Rangers' Oklahoma City and the Montreal Expos' Ottawa Lynx Triple-A farm clubs last year before going to spring training with the Boston Red Sox, who released him.

Before signing with the Cardinals' Triple-A, Urbani struck up a long distance telephone friendship with Chukars' manager Butch Hughes. They met for the first time when Urbani signed with the team. "I'm here strictly because of Butch Hughes," Urbani said. "I've had many conversations with Butch Hughes about life and baseball." Urbani, who was born and reared in Santa Cruz, pitched for Long Beach State and signed with the Cardinals in 1990 after they drafted him in the 13th round of the June draft. He finished his major league career with a 10-17 record with a 4.98 ERA.

RENO GAZETTE-JOURNAL Tom Urbani isn't trying to restart his baseball career. He's just taking a month and a half to say goodbye to the game, while making new acquaintances where he lives. Urbani, who pitched 8 1 games in the major leagues with the St. Louis Cardinals and Detroit Tigers from 1994 to 1996, joined the Reno Chukars of the independent Western Baseball League Wednesday. The left-handed Urbani, 30, will make his first start for the Chukars against the Western Warriors at Moana Stadium Sunday at 1:05 p.m.

in the final game of a four-game series that begins tonight at 6:35. Urbani, who has lived in Carson City since 1996, retired from baseball June 2 after going 2-3 with a 3.96 earned run average with the Cardinals Triple-A Memphis farm club. He insists that his career will end when he pitches his last game for the Chukars this year and he'll concentrate on a batting cage business that will begin operation at Carson City in February or March. "This is just a one-time deal for me. I'm done with baseball," said Urbani, standing near the batting cage during a rs L1 -jo tot includes both home and road statistics tor both pitchers.

Cardinals' Osborne to begin rehab assignment on Friday on May 18. "Friday is my day to shine," Osborne said. "They want me out there as much as I want to be out there." Manager Tony La Russa has had his hopes raised before. Osborne has pro July 16 1902 John McGraw was hired to manage of the New York Giants, a post he would hold for 30 years. 1909 Ed Summers of the Detroit Tigers allowed only seven hits and pitched all 1 8 innings of a 0-0 tie with the Washington Senators, the longest scoreless game in AL history.

1920 Babe Ruth broke his own season record of 29 homers with his 30th as the New York Yankees beat the St. Louis Browns, 5-2. Ruth finished the season with 54. 1941 Joe DiMaggio extended his hitting streak to 56 games with a 3-for-4 day as the New York Yankees beat the Cleveland Indians 10-3. 1948 After 81 years as Brooklyn manager, Leo Durocher stunned baseball by taking the helm of the arch-rival Giants in midseason.

1970 The Cincinnati Reds beat the Pittsburgh Pirates 3-2 before 48,846 in the first game at Three Rivers Stadium. Osborne knows there are doubters out there. "Everybody looks at you in a different way," he said. "When I start throwing, they'll turn a little bit and start being nice again." Osborne hasn't given the Cardinals much the first two years of a three-year, $12.75 million deal, totaling four victories. "I really messed up my shoulder and nobody knows how," Osborne said.

"It's been miserable. The month and a half I've been out, I don't know, I haven't felt like a part of this team." Osborne is one of three Cardinals starters who have spent most of the year on the disabled list. Matt Morris made his second start after coming off the DL on Wednesday night from a strained shoulder, and Alan Benes may pitch in September after offseason rotator cuff surgery. Osborne has had two cortisone shots to ease the pain. Mostly, he said rest did the trick.

On Monday he threw 100 pitches on the sidelines without pain. "I'm not even really that sore," Osborne said. "Now it's time to get out there and do what I do best. I don't want to be on the DL anymore, I'm tired of it." ST. LOUIS (AP) Donovan Osborne's long dry spell may be about to end.

The St. Louis Cardinals left-hander, out most of the season with injuries to his groin and shoulder, is due to begin a rehab assignment on Friday with Dou-ble-A Arkansas. Osborne said he'll probably make three or four starts in the minors, then rejoin the team if all goes well. Osborne, the former Carson High and UNLV standout, is 1-2 with a 2.64 ERA in five starts. He began the year on the disabled list with a groin injury and went ojn the disabled Jjst for the second time Osborne nounced himself nearly ready for rehab in the past, only to experience some sort of setback.

"You get careful getting too excited," La Russa said. "You want to be sure. But it's a good sign he can go out and pitch." 0.
