7B RENO MONDAY, MARCH 3, 2003 Ricin suspected in Vegas suicide; sample sent to Reno lab'for tests Bobbitt to be sent to Carson prison Bobbitt: Violated his probation by living with his wife, prosecutors say. FALLON (AP) John Wayne Bobbitt is headed to prison after a judge revoked his probation for a 1999 guilty plea to attempted grand larceny in this small town 60 miles east of Reno. District Court Judge Archie Blake told Bobbitt during a Friday hearing that repeated violations of the terms of his probation show he deserves prison time. Bobbitt, 35, and his weeping wife spent a few minutes talking before he was led from the courtroom by a sheriff's deputy. Prison spokesman Glen Whor-ton said Bobbitt was being held at the Fallon jail and wouldbe taken later this week to the medium-security Northern Nevada Correctional Center in Carson City.

Bobbitt, who gained fame in 1993 when his first wife cut off his penis, will spend from 12 to 32 months in prison. He was given credit for 1 1 7 days already served in jail. Bobbitt was sentenced to 12 to 32 months in prison and put on five years' probationin 1999 for his role in the theft of more than 140,000 in clothing from a Fallon store. Last week, Bobbitt was convicted in Las Vegas of battering his wife. He was accused of throwing Joanna Bobbitt, 31, onto the floor and slamming his knee into her back last May, less than two months after they were married.

Bobbitt also violated his probation by living with his wife after an October agreement with Blake not to do so, prosecutors said. He was on house arrest at the time. Bobbitt told Blake that he moved after being evicted from his home in Las Vegas, where he had been a moving company employee for the past three years. "Well, me and my wife were not financially able to live separate- ly," Bobbitt said. "Me and my wife love each other very much, and I want to resolve the issues." But Churchill County prosecutor Will Mattly urged the judge to revoke probation.

"The basic thing is that he has refused to follow the orders of this court several times," Mattly said. "He refused to remain away from his wife when he agreed to do that." After Blake revoked his probation, Bobbitt turned to Mattly and said: "You've ruined my life." Bobbitt also worked at a brothel, as a bartender and a tow truck driver since moving from Virginia to Nevada after surgery to reattach his penis. His first wife, Lorena, was found innocent by reason of insanity in the assault. She argued that Bobbitt abused her. LAS VEGAS (AP) Authorities think a 60-year-old Las Vegas man used a homemade batch of the poison ricin to take his life.

Tomoo Okada, an ex-slot machine maker and native of Japan, injected himself with ricin at his Spring Valley home late Friday, setting off a public health alert and prompting rears of bioterrorism. Okada told authorities shortly before he died about noon Saturday that he used castor beans to make the toxin, which is not contagious and has no known antidote. He told investigators the poison was not intended to cause widespread contamination. "Based on the evidence provided this was an apparent suicide committed with the biological agent ricin," said Dr. Donald Kwalick, chief health officer for the Clark County Health District.

Police said they received a 911 call Friday night from Okada's home and found the dying man. They took Okada to the hospital, where he refused any drugs to ease his slow and painful death. Ricin causesmultipleorganstoshutdown and massive internal bleeding. After learning that ricin might have been used in the suicide, local emergency response teams immediately jumped into action. Okada's neighbors were awakened before 7 a.m.

on Saturday when police knocked on their doors and told them not to leave their homes. A hazardous materials team entered Okada's home to help police in their search and determine whether the poison was a threat. They seized a liquid substance and sent it to a state laboratory in Reno for testing. Quarantine procedures also were enacted at two hospital emergency rooms where the victim and emergency responders were treated. Workers scoured the emergency rooms at University Medical Center and Valley Hospital Medical Center for about three hours before both facilities reopened.

Okada's ex-wife, Sue Okada, said it was unclear why her husband, a former chemist in Japan whocame to the United States about two decades ago, killed himself. "He was not demonstrative," shesaid. "If he'sfeeling something, you don't know it. He was stoic and into being a man. Something must have been eating him up." Okada was licensed as president, secretary and director of Las Vegas-based slot maker Universal Distributing of Nevada from May 1 984 to August 1 990.

Okada, the brother of UDN owner Kazuo Okada, has not been involved in the gambling business since leaving the company in 1990. Kazuo Okada, still licensed in Nevada as UDN's owner, is the biggest investor in Steve Wynn's casino development company, Wynn Resorts. Kazuo Okada and his two brothers, Tomoo and Michiko, were licensed in 1984 and shortly thereafter UDN began distributing Nevada's first Japanese-made slots. UDN was the world's largest manufacturer of video slot machines for a brief period in the late 1980s. But it lost most of its market share after the Nevada Gaming Commission in 1 9 89 ruled its machines, which programmed near misses to appear on pay lines, violated state regulations.

Los Angeles rents spark rise in evictions L.A.. San Francisco rank high in readiness study James Hildebrandt, assistant director for rent stabilization with the city Housing Department. But forcing landlords to take less than market rates for their property is the equivalent of housing theft, said a lawyer who has handled more than 100,000 evictions over the past 25 years. "This may be a radical concept, but apartment owners are in business to make money," said real estate attorney Dennis P. Block.

In 1 995, the average Los Angeles apartment rented for $865. If that rent had increased 3 percent a year since then, the apartment would have rented for $1,063 in 2002. The average rent for all units in 2002 was $1,274, according to RealFacts, a Novato-based real estate data service. LOS ANGELES (AP) With apartment rents up nearly 50 percent since 1995, tenant advocates say landlords are seeking to oust long-term tenants who are paying below-market rents. In Los Angeles' approximately 550,000 rent-controlled apartments, landlords only can raise rents 3 percent per year.

That means thousands of apartments are renting at sometimes hundreds of dollars below current market rates. "More and more evictions are being aimed at the long-term, low-income tenants who receive the greatest benefit from rent stabilization," said Larry Gross, executive director for the Coalition for Economic Survival, a tenants rights organization. Last week, a City Council housing committee approved a plan designed to crack down on landlords who use unscrupulous tactics to drive tenants out of rent-controlled units. The move came after reports landlords were altering leases to prohibit washing cars, flushing toilets too frequently, putting a sign in a window, or owning pet fish without permission. Last summer, city officials stopped allowing evictions from rent-controlled apartments if a landlord made more than $10,000 in improvements in a unit.

Since then, evictions based on a provision allowing landlords to evict tenants to make room for a family member have jumped nearly 22 percent, according to LOS ANGELES TIMES Los Angeles residents are more prepared for disasters than residents in most other large cities, according to a DuracellHarris Interactive study of Disaster Preparedness to be released today. Forty-eight percent of households in Los Angeles the highest rank among America's 10 largest cities said they have a disaster plan. New Yorkers are the least prepared, although they are the most fearful of terrorist attacks, according to the poll. The poll also found that even though households on the earth quake-prone West Coast were more prepared, the majority of households still didn't have a family plan for dealing with disaster. Only 36 percent of households nationally reported having a disaster supply kit in the home.

In Los Angeles, 49 percent said they had kits. In San Francisco, 57 percent. The kits usually contain food and water, flashlights and portable radios. "This data should be a wake-up call," said Catherine Shores, vice president of Harris Interactive. "Despite the fact that the country recently reached Code Orange, the second-highest level of preparedness, most Americans still are not properly prepared for a disaster." Poll officials speculated that the West Coast residents seemed better prepared because of its history of earthquakes.

Harris Interactive conducted interviews over a one-week period last month among 2,012 Americans in 10 cities. The margin of error for the total sample was plus or minus 2.2 percentage points.
