A Foreign Office spokesman told a news conference the West German firms, which he did rot name, offered to contribute $48,000,000 to the project. He declined to name the other countries involved nor how much they planned to contribute. The Aswan project has been a football in world politics since the United States in 1956 with-drew an offer to put up a big chunk of the $2,000,000,000 or more needed to build the dam. The withdrawal prompted Egypt's Gamal Abdel Nasser to seize the Suez Canal, an action that led to the British-French invasion of Egypt two years ago. The Russians recently came up with an offer of $100,000,000 to help build the dam, which would harness the waters of the Nile and greatly expand Egypt's economic capabilities.

The Foreign Office spokes man said the West German government was considering whether to provide insurance guarantees to the German firms hich made the offer. Two months ago sources here listed two West German firms interested in the Aswan project. These were Hochtief of Frankfurt and Dortmunder Union Brueckenbau. Also mentioned as. an interested party was the Krupp concern.
