Sparks IT LOOKS like the Reno Council is creating a public comment rule for council meetings. Now they want to reduce citizen time from five minutes to three minutes. Is there still a First Amendment freedom of speech law in Reno, Nevada? One wonders. Reno IN REGARD to the Family Resource Center, they are proposing to build at Grace Warner School, the residents have said we don't want it. The residents have signed petitions against it.

If you build it anyway, expect us at the polls. We still don't want it. Northwest Reno I THE PUBLIC is not hearing about the influence gangs are having on the level of safety in our schools. When the employees are having to resign because of gang fights and weapons on campus, the school district superintendent, school board and parents should be alarmed enough to make some changes. Reno I NOTICED that Dr.

Sparks and somebody saw him," the student said. He continued walking and saw a body on the ground. "1 had not a clue what I was supposed to do.

1 had no clue what this was. I was scared," Andrew V. said. He decided to walk to school as quickly as possible. He had a trip scheduled to California that evening and first told someone about it the following day in California.

On Feb. 15 when he returned to Reno he went directly to the Washoe County Sheriffs Otfice to report what he saw. Holmgren stood up at the request of his defense lawyer, Dominic Gentile, who asked Andrew V. if he could positively identify Holmgren as the man he saw that morning. "I can't be totally sure because of the longhairandmustache," Andrew V.

said. A co-worker of Holmgren at TRW in San Jose said they had been scheduled to work on a project on Feb. 1 3 but Holmgren canceled it. It didn't appear that he worked that day. Hodges died Feb.

Fire victims may have tried to escape flames By Phil Barber RENO GAZETTE-JOURNAL Evidence indicates three people who died Sunday in a mobile home fire in Silver Springs tried to escape the flames, a Lyon County Sheriffs Department spokesman said. The body of Michael Hallgren, 51, was found about eight feet from the front door.

The bottoms of his feet were burned, possibly while trying to run out. The body of his 40-year-old wife, Beverly, was discovered under clothes in a closet where she appeared to have sought shelter, Sgt. Tom Van Dahnda said. An acquaintance of the couple, Franklin S. Blair, 65, was found dead beside a bed.

A passing truck driver noticed the blazing double-wide home and pulled out Hallgren's body at 4:46 a.m. A deputy said the trio apparently succumbed to smoke. Preliminary autopsy results in Reno on Monday tended to confirm that, although further toxicology tests were to be done. "There was soot in their throats," said Van Dalinda, indicating the victims inhaled smoke. He said fire investigators placed the origin at an electrical extension cord, which was connected to several appliances.

Whether the victims were alerted by a smoke alarm was not determined. "None was found," Van Dalinda said Monday. The fire occurred behind the Hallgren's business, Sports Spirits Minnow Trap Tavern, 1002 Highway 50-West, which the Hallgrens owned for about 10 years, the Sheriffs Department reported. The deaths prompted the U.S. Fire Administration to warn that 80 percent of fire deaths are in homes, and most could be prevented with smoke detectors.

Ex-officer gets prison, fine in steroids case A former Pyramid Lake Police Department officer was sentenced Monday to three years in prison and fined $1,000 for his part in trafficking of muscle-building steroids. W. Kent Brown will also serve three years on supervised release after he is released from prison. In addition to the 1 ,000 fine, he also has to pay a 1 ,000 administrative fee. "He's glad it's over," lawyer David Houston said, referring to his client.

"The message he would send is there's simply no benefit to be gained by utilizing steroids. It's ruined his life and if he had a chance to do it over again, he wouldn't." U.S. District Court Judge Howard McKibben allowed Brown to voluntarily surrender no later than May 1 Co-defendant David Schmall was sentenced last week to probation.
