While investigators sort out the controversy surrounding Reagan administration official Richard V. Allen, James W. Nance has taken on the responsibilities of the national security adviser.

Associated Press WASHINGTON A retired rear admiral with an extensive background in U.S. strategic planning is assuming Richard V. Allen's duties while the national security adviser is on administrative leave. James W. Nance, who signed on as Allen's deputy on the National Security Council after Ronald Reagan was elected president, had retired from the Navy on Jan.

1, 1979, at which time he was director of naval administration. Allen was granted the administrative leave Sunday to defend himself against charges of impropriety for his role in receiving $1,000 from two Japanese journalists in connection with an interview with Nancy Reagan. School officials say the dome will accommodate the throng easily. Gina sues Actress Gina Lollobrigida has filed a $5 million damage suit against Trader Vic's restaurant in New York, claiming she suffered "severe personal injuries" when she bit into a hard object while dining there.

The actress, 53, lives in Rome but filed the suit in Manhattan. She claimed that she suffered severe injuries to her head, body, limbs and nervous system. Barbra sues, too Singer Barbra Streisand filed suit for $11 million in New York Monday, claiming that there was an illegal conspiracy to sell unauthorized video recordings of her performances. She charged the defendants with copyright and trademark infringements by distributing The Barbra Streisand Story. Elbarr Productions, which made two movies starring the singer, also sued for $1 million.

The defendants are All Star Video Corp. of Levittown, N. Electric Video Inc. of HicksvUle, N. Leff and Nance previously had served under Secretary of State Alexander M.

WASHINGTON Yield on short-term Treasury securities fell for the sixth straight week, tumbling to the lowest level in more than a year. The bills were sold at an average discount rate of 10.701 percent. Page C5. A native of Nance Monroe, N. and a 1944 graduate of the U.

S. Naval Academy, Nance was trained as a fighter pilot and flew test missions until the late 1950s. HE COMMANDED a carrier attack squadron in the early 1960s and became skipper of the aircraft carrier Forrestal in 1968. From that post he rose to the rank of admiral. The key roles that solidified his standing included a tour of duty under the Joint Chiefs of Staff as chief of studies analysis and later as a top policy planning staff officer for the NATO supreme allied commander in the Atlantic.

His association with Haig came while he was deputy chief of staff to Haig, then a four-star general. Later, he was a special consultant on strategic arms limitation talks for the Senate Foreign Relations Committee and for Senate Republicans. He is married to the former Mary Faulk of Cocoa, Fla. At least two people died and another was missing. Highways were strewn with jackknifed trucks and many motorists sought refuge in motels, farm houses and emergency shelters. In South Dakota, where 10 inches of snow fell in places, a 50-year-old man collapsed and died while running a snowblower Monday. A man was killed in Nebraska when winds toppled an oil rig, and an elderly trapper was missing in Iowa, where 7 inches of snow was on the ground in places. The National Weather Service said the massive winter storm was producing blizzard conditions in parts of Nebraska and South Dakota with the blowing snow building high drifts and reducing visibility to near zero.
