"But they didn't try to recruit athletes who didn't want to be in a gang. "I guess they respected what the athletes were trying to do with their lives.

And they loved to watch basketball, the slam dunks and all that." Lofton's neighborhood wasn't exactly the model for Beverly Hills 90210. "You could say it was pretty low income," he said. "If you wanted to get in trouble, you could, but you also could stay out of trouble, too. "I tried to stay out, but I did go where the trouble was. Basically, I saw what went on.

I was right there, but I didn't go along with what they were doing. After awhile, I knew what was going to happen before it happened." Lofton visited his family in East Chicago this week, but he didn't see many of his former friends. "They're either not there anymore or they're doing things they're not supposed to be doing," Lofton said. "It's hard for me to relate to that now." NOTEBOOK There probably is nothing radically wrong with Joel Skinner's shoulder, but his reaction to a cortisone Injection given last week could be important to his immediate future. "If the cortisone doesn't help, Dr.

(Lou) Kepler says he'll need to be restud-ied," Manager Mike Hargrove said. "But Kepler seems to feel that Joel has only a mild case of tendinitis, and that the cortisone will take care of it." Brook Jacoby failed to start for the fourth game in a row, but Hargrove said his leg is improving. "He'll see Dr. Kepler when we get home," the manager said. "I wouldn't be surprised if he gets a shot." Jacoby apparently Is suffering from tendinitis in the bursa sac below the knee.

Concerning the failure of both Albert Belle and Kenny Lofton to flag down Tim Raines' drive Monday night, Hargrove said: "They've been talked to 100 times. Someone has to take the bull by the horns, and It has to be the center fielder (Lofton). He's got the call over the left and right fielders." Raines' drive ended up as a ground rule double and started a 4-run rally that sparked Chicago's 7-1 win. E-Pena (3), Barnes (5). OP-Det.

Bonds, who strained a rib muscle June 14 and has missed eight games in a row, will be eligible to play June 30 against the St. Louis Cardinals.

Bonds' recovery has been quicker than expected, but Manager Jim Leyland said there is no reason to rush the 1990 National League Most Valuable Player back into the lineup. "It was starting to become obvious he won't be ready for a few more days," Leyland said. "This gives it a little more time to heal. I expect him back next Tuesday." NL VOTING San Diego's Fred McGrlff and Bobby Bonllla of the New York Mets have moved up to challenge for starting berths on the National League All-Star team. McGriff, with 478,918 votes, moved to 12,731 short of San Francisco first baseman Will Clark, who has 491,649.

And Bonilla, with 379,285, Is just 5,087 behind Darryl Strawberry of Los Angeles for the final outfield spot. The other outfield leaders are Barry Bonds of Pittsburgh with 781,590 and Tony Gwynn of San Diego Other position leaders, who all maintained their leads from last week, are San Diego catcher Benito Santiago Chicago second baseman Ryne Sandberg St. Louis shortstop Oule Smith (513,913) and Atlanta third baseman Terry Pendleton (444,3 1 2). PADRE SUSPENSION Fred McGrlff of the San Diego Padres and pitcher Trevor Wilson of the San Francisco Giants each was suspended for four days and fined an undisclosed amount by National League president BUI White for their roles in a bench-cleanng incident at San Francisco last week. Wilson appealed the fine and suspension and will continue to play pending a hearing.

McGnfTs suspension began Immediately. NO DEAL Philadelphia general manager Lee Thomas denied that the Phillies turned down a proposed trade for Seattle slugger Kevin Mitchell. Thomas commented on a report that the Phillies nixed a 3-for-1 deal that would have sent pitcher Pat Combs, first baseman Ricky Jordan and outfielder Wes Chamberlain to the Manners for Mitchell. POHLAD OK? Minnesota Twins owner Carl Pohlad was earned from his Metrodome box on a stretcher during Monday night's game, but first aid personnel said it was just a bad stomach ache. "He had some stomach pains, he got real faint and Twins media relations director Rob Antony said.

It was Lofton's first professional appearance before the people he knows best, and he relished the chance to perform in front of them. "I wasn't nervous," Lofton said Tuesday. "It was nice. I'm used to being in an atmosphere where there's a certain amount of pressure. You just have to go out and do a job." Lofton was raised only 20 minutes from Comiskey Park in East Chicago, Ind.

He wasn't certain how many people came to see him play from the old neighborhood, but he couldn't come close to getting them all tickets. "At least 100, maybe 150," Lofton said. "It seemed to me there were an awful lot of them in section 150 and 151." Lofton was a featured player on both the varsity basketball and baseball teams at Washington High in East Chicago, one of the more economically depressed areas around Chicago. As it is in most Indiana towns, basketball was king. In Lofton's senior year, Washington High, since torn down, almost got to the throne room, reaching the final four in the Indiana state tournament.

"It really sets up my fastball and has enabled me to be more aggressive." It hasn't been easy for Wertz to concentrate on baseball this year. His father, Bill, was stricken with cancer a year ago and died in May. "Something like that makes you grow up and mature quickly," he said. "It gives you an inner strength and helps get your priorities in order.

"When I was drafted by Cleveland, I thought it was the biggest thrill of my life. But pitching at Gateway would be the ultimate," he said. Wertz wasn't needed Tuesday as the Indians shelled Albany with 14 hits in a game stopped by rain after 6 innings. Kelly Stinnett batted in three with a 2-run homer and single, Lee Tinsley knocked in a pair with a triple and Miguel Flores had four singles. Dave Mlicki (4-6) stopped the Yankees on four hits through six innings.

run average. Wertz has given up only two earned runs in 57 y3 irinings and currently is working on a string of 25 scoreless innings. Earlier, he threw blanks for 22 consecutive innings. Wertz was a 31st draft choice in 1989 and became a reliever only last season. He was 6-8 with a 2.97 ERA in 49 appearances at Class A Columbus.

And he is in awe of his accomplishments this season. "There's no way you can envision a start like this," said the Cleveland Central Catholic High and Ohio State product. "I just hope it keeps up. Confidence has to be the key. "I thought I made more progress in that respect last year than at any time in my career.

But I've made even more this year and my game has grown with it." "He throws in the 87-89 (mph) range," said Manager Brian Graham, "isn't afraid to challenge hitters and his curveball gets better each time he pitches." "I was born and raised in Cleveland," said the 25-year-old right-hander, "and my goal is to some day pitch for the Indians at Gateway." The way Wertz has pitched so far for Class AA Canton-Akron indicates his goal is not a pipe dream. "Put down that he's a budding star," said teammate Jim Thome as Wertz chatted with reporters prior to a 9-4 Indians' victory over Albany before 1,780 at Thurman Munson Memorial Stadium on Tuesday night. Wertz has been the talk of the Eastern League this season.
