RENO WEDNESDAY, APRIL 28, 2004 Guard pulled from Golden Gate duty SACRAMENTO Gov. By Robert Salladay LOS ANGELES TIMES Arnold Schwarzenegger has ordered the California National Guard to withdraw by Friday from protecting the Golden Gate Bridge, putting additional pressure on local police agencies that handle security for the national landmark. Golden Gate Bridge officials said Tuesday they were upset about the decision because they believe the Guard had been an integral part of security for the bridge. Since the Sept. 11, 2001, attacks, the bridge has been considered a prime target for terrorists.

"We're not happy with the office of the governor's decision," said Mary Currie, spokeswoman for the Golden Gate Bridge, noting that the district has a $130 million shortfall and few resources to expand security. Schwarzenegger repeatedly has complained that the Bush administration is not contributing enough money toward the state's homeland-security costs. To post National Guard troops at the Golden Gate, California has been spending about $5.4 million a year on top of what other staterun agencies have been spending. Currie and other officials stressed that security on the bridge would not be compromised because of the governor's decision. Several other agencies, including the California Highway Patrol, the Coast Guard, Na- NATIONAL LANDMARK: Pedestrians Bridge in San Francisco on Aug.

State homeland security officials said the Guard's protection of the bridge always had been thought to be temporary. They said the decision freed up personnel to return to civilian life or take on other Guard duties, after two and a half years of helping protect the bridge. 3 men honored at service were impostors, report says Carson City ceremony: Men claimed they cleared debris, found bodies at WTC site. The New York Post reported the men were part of Trauma Response Assistance Charity for Children, which has traveled to 700 places around the country since the attacks. They wore firefighter garb during presentations, including a Sept. 11, 2003, ceremony at the Nevada Firefighters Memorial in Carson City.

Members also made brief speeches during the ceremony. Fire marshals in New York said the men are not sanctioned to wear uniforms, and the charity is under investigation, according to the 1 MARRIAGE LICENSES Fred Lewis Barnhart 40, and Christina Finley, 41, both of Sparks. Post's April 5 report. The Associated Press and Nevada media reported the group's appearance with Guinn before about 130 people in Carson City last year. The men said they worked to clear away debris and find bodies of victims at the World Trade Center. Greg Bortolin, Guinn's spokesman, said the men were not paid for appearing at the ceremony. They were invited to attend the ceremony because they were in Reno for another engagement, he said.

"If it is true about them, then it is sad," Bortolin said. "We wanted to pay our respects to people who lost their lives. We would have had the ceremony with or without them." The federal government stopped reimbursing the state for security on the Golden Gate last year, so the annual $5.4 million cost for placing Guard troops on the bridge was picked up by the state. The state office of homeland security recently shifted $2.1 million in federal money to enhance security on the bridge. The federal government annually reimburses California about $100 million for homeland security costs, but Schwarzenegger has said it doesn't cover all of the state's expenses. The bridge district, which is supported by a $5 per-car toll, has spent $1 million on new security technology and another $2 million on increased patrols out of its own budget since the Sept. 11 attacks.

The CHP, one of the main agencies protecting the bridge, said the Guard's withdrawal wouldn't endanger security for those crossing. "This really doesn't change much for us," said Tom Marshall, a spokesman for the CHP. "We feel the bridge is very safe and is still under surveillance.
