Applegate graduated from Steubenville High School in 1947 and did not continue formal academic education. Beginning a career in local real estate sales in 1950, he became a licensed real estate broker in 1956. Applegate's district is primarily a blue-collar area of the state, with steel production and coal mining its chief industries. Several plants of Wheeling-Pittsburgh Steel are located there, and about half of the work force of Weirton Steel of Weirton, W.Va., comes from the district.
