"In this world of instantaneous telecommunication, Edgar has come to resemble the Pony Express," Levitt said. He told the conference that it's time to "rethink Edgar from the ground Three out of four public companies file their annual reports, shareholder proxy statements and other documents into Edgar which stands for Electronic Data Gathering Analysis and Retrieval. These records are a cornerstone of the SEC's basic mission to have information about companies fairly distributed so investors can make informed decisions in the markets.

WASHINGTON (AP) The Securities and Exchange Commission can better educate investors by offering free public access to its computerized library of corporate records through the Internet, critics of the agency said Monday. "It doesn't conflict with the commercial market and it serves the fundamental public service of the SEC laws, which is public disclosure," Carl Malamud, president of the Internet Multicasting Service, told an SEC technology seminar. Top SEC officials indicated they liked such an idea, but didn't offer specific proposals. "I'd like to get back to the original concept that the public has immediate access to this information for free," SEC Commissioner Steven M.H. Wallman told reporters at an SEC technology seminar.

DETROIT (AP) Kmart Corp. posted a $54 million second-quarter loss Monday, primarily duetto charges related to the sell-off of its Borders Group and OfficeMax units. But even without the $77 million in charges, lower profit margins made the discount retailer unable to covert a sales increase into growth in its earnings from operations. "It's a tough retailing environment," said analyst L. Richard Nelson Jr.

of Duff Phelps Corp. in Chicago. "The sales momentum is certainly an improvement. But whether they can leverage that sales momentum into profits remains to be seen." Kmart said its gross profit margin for the 1 3 weeks ending July 26 was 22.5 percent vs. 24.9 percent a year ago.

The reduced margin was due to shoppers shifting their Kmart purchases to lower-margin promotional merchandise and clearance items. A new inventory accounting system also had a nega tive effect on the margin, the company said. Kmart sales for the quarter were $8.4 billion, 6.3 percent higher than the $7.9 billion reported a year ago. But its income from continuing operations dropped to $23 million, or 5 cents a share, a decline of 74 percent from the comparable period last year, when operating income was $90 million or 1 9 cents a share. The net loss after the charges translated to 12 cents a share, compared with earnings of 20 cents a share in the 1994 quarter, when net income was $94 million.

For the first half of the year, the company lost $82 million, or 19 cents a share, compared with a profit of $1 12 million, or 24 cents a share, in the first six months of 1994. In other earnings reports: Berkshire Hathaway the investment company run by billionaire Warren Buffett, said that second-quarter earnings were up 9 percent from the same period a year ago. Harrah's Entertainment Inc. of Memphis, rebuffed Connecticut in the first round, but decided the revised financial terms were sufficient to draw them into the contest. Job hunting From page 1 tion on constructing an electronic resume. "You've got to front load it," he said, explaining that the traditional approach to resume writing does not apply.

Whereas a printed resume needs to have all the vital information on one page, he said, an Internet resume has to have all the vitals on "one screen." A screen on a computer holds only about a half a page of printed material, he said. Bad resumes can also backfire, Jandt cautioned. Instead of telling an employer how computer literate you are, he said, an electronically jumbled resume can reflect poorly on the applicant. "It's like saying I'm stupid and I don't know anything about computers," he said. Best to stick to the basics if you're not sure what you are doing, he said.

One of the more popular sites on the Internet for both employers and job seekers is on the commerce side of the net known as the World Wide Web. Users of the Career Mosaic (http:www.careermosaic.com) can browse through job listings of about 72 major companies and apply on-line. Jandt's book lists dozens of such resources for those looking to job hunt. And for those who don't even know how to get on the Internet (much less navigate through it) don't worry. Jandt's first chapter is titled, "Getting Connected." It contains such topics as "Understanding the Internet" and "Using a Computer." wypros Cyrix Cd Olv.
