(AP) The president of a Minnesota-based gaming company said his proposal for a casino and racetrack complex along the Big Black River is being treated unfairly. Multi Gaming Management president Jim Belisle has told a Vicksburg group that complaints about the $125 million project should be hashed out in the licensing process before the Mississippi Gaming Commission. And that is what he plans to do this week when the Gaming Commission meets. "But do you address it before you've even determined if it's a legal site?" he asked members of Help Establish Local Progress, a group created in 1 99 1 to encourage voters to approve casino development in Warren County. HELP chairman Harry Sharp said the group was not endorsing the casinoracetrack complex.

"Nobody in HELP is against the project. It's the location of the project," Sharp said. The city of Vicksburg, various economic development groups and others are opposing the site located along heavily traveled Interstate 20. Vicksburg casino officials have criticized the site because they say downtown casino. "It was the oldest established floating crap game in town," Wynn recalled of the Nugget in the early 1970s.

"It was an institution. It had opened Labor Day of 1946 and it had a niche. "It was the kind of place where a young guy could learn about stuff." Wynn filed for his gaming license in 1972, and was elected chairman of the company in August of 1973. Golden Nugget had $3 million cash on hand at the time, a pittance by today's gaming standards, but a hefty bankroll in those days. "I took all the cash the company had and used it all up, ripping out walls, making improvements, turning it into the Golden Nugget Gaming Hall for real," Wynn said.

The Golden Nugget became a show-place, with Wynn transforming the casino into downtown's first premier resort, adding three towers with a total of 1 ,907 rooms. The company expanded to the Strip in 1989 with the opening of The Mirage Hotel-Casino. Today the parent Mirage Resorts Inc. has expanded to include Treasure Island Hotel-Casino and half interest in the Monte Carlo Casino Resort, both on the Las Vegas Strip. In addition, the company has the Golden Nugget Hotel-Casino in Laughlin, Nev.

and is building the Bellagio resort on the Strip and the Beau Rivage in Biloxi, Miss. The company also plans a new resort in Atlantic City. The Golden Nugget has played a major role in transforming downtown Las Vegas as one of a number of casinos supporting the Fremont Street Experience, a $70 million light-and-sound extravaganza.
