The IRS, which now has Hull man's promissory note, has agreed to let the winery pay olT the debt over five years with 7 percent interest. "This tcensy little business fought the IRS," said Lora Shaner, Peggy Shaner's mother and the winery's spokeswoman.

"Most other people would have caved in. It takes guts to do that." The IRS has refused to comment on the case. Shaner and Sanders held a celebration dinner on Sunday and are hoping they'll be problem-free in 1995. They say the town has been very supportive and their restaurant is drawing in lots of business. They say they have about 100,000 visitors each year.

"You know the expression the tail wagging the dog?" Shaner said, explaining that the restaurant has helped their wine sales. "They like gourmet dinner with wine. They like the fact that it's very quiet and there's no slots here." The winery, which makes all of its wine by hand but still uses California juice, sold 1 2,000 cases last year and expects to sell 20,000 this year. Much of it is sold with dinners, out of the gift shop or through the wholesaler Southern Wine and Spirits. As sales rise and word gets out that Fahrump Valley Vineyards is actually open, Sanders and Shaner are hoping their new fence will keep the mustangs away.

I' amendment on the 1 996 ballot requiring a two-thirds vote by the electorate to legalize casinos. But the idea, designed to defeat efforts by casino advocates in two years, may not have much chance this year, a top lawmaker said this week. "We got so much else to do and the people have spoken very clearly about casino gambl ing," House Speaker Peter Rudy Wallace said. "I'm not sure it's necessary to build in any additional defenses." Last November, voters rejected by a 63-37 percent margin an initiative to allow 47 casi nos at hotels, horse tracks and riverboats around the state. Ex-Carson official joins Bally Gaming Former Carson City Undersheriff Vic Freeman has joined Bally Gaming International as assistant compliance officer, the company announced.

Freeman, who also was chief of investigations for the Nevada Gaming Control Board, will assist Bally Gaming with licensing applications in all legal gaming jurisdictions. Bally Gaming designs, manufactures and distributes gaming and slot products through subsidiaries based here and in Berlin and Hannover, Germany. V4 fit 1 Caesars chairman elected to ITT board Henry Gluck, chairman and chief executive officer of Caesars World has been elected to the board of directors of ITT which bought the gaming company last month. Rand V. Araskog, ITT's chairman, president and chief executive, said Gluck was unanimously elected to the board.

"Mr. Gluck has agreed to continue as chairman and chief executive officer of Caesars World, helping to assure the continued success of the Caesars' operations that are widely acknowledged to be the Finest in the gaming industry," Araskog said. Gluck, 66, has been chief executive of Caesars World since February 1983. ITT Corp. acquired Caesars World, operator of three hotel-casinos, in a friendly takeover last month.

Commission cuts ties with attorney general In the wake of an investigation into a gambling machine company, the Louisiana casino commission has started cutting some of its ties with the Louisiana attorney general. Expressing dissatisfaction with a report into Bally Gaming commission chairman Max Chastain won a motion that would take attorney general's investigators out of the process of licensing employees and vendors for the New Orleans land casino. The action came despite a warning from Will Whitmore, the casino regulatory agency's top officer, that removing the investigators would hamper thousands of background checks that have to be finished before a temporary land casino opens in late April. The commission also voted to take steps to remove the attorney general as its legal counsel. Sheriffs want to make gaming vote tougher Florida's sheriffs want to make it nearly impossible for gambling casinos to operate in the Sunshine State.

Apple accused of censoring CD program SAN JOSE, Calif. (AP) Apple Computer known for its progressive technology and cultural attitude, is being accused of censorship. Software publisher Voyager Co. claims Apple is dropping one of its CD-ROMs programs from computers sold to schools because it would not eliminate discussion of homosexuality, birth control and abortion in the program.

"They can say that it's business, but they are bowing to a special interest. To me that's censorship," Voyager spokesman Braden Michaels said Wednesday. But Apple said Voyager is wrong and bristled at the accusation. "Apple as an employer and a corporate citizen has a well-documented history of supporting diversity, and we continue to do so. This is not an issue of censorship," said Apple spokeswoman Stacey Byrnes.

She said Apple was considering customer complaints about the disc "Who Built America?" but has not made a decision about its distribution. Voyager, based in New York, specializes in educational software on history, music and art. Since December, its "Who Built America?" has been sold with Apple computers to elementary and secondary schools. The disc, based on a book of the same name, looks at the United States during the late 1 9th and early 20th centuries. It includes film clips, music and illustrations of the period as well as first-person accounts.

Among them are an 1882 letter in which a gay man recounts his emigration to America and a recorded interview with a New York woman recalling her 1 2 abortions. Voyager said Apple told the company in January it had received complaints about the disc. Apple asked Voyager to make a version without the topics but the company refused, Michaels said. Voyager offered to send schools that object to "Who Built America?" any CD-ROM from its catalog and suggested that the disc be limited to high schools. Apple turned down the compromise, Michaels said, and decided not to include the disc in its models for schools anymore.

Apple, however, disputed that account. "To date Apple has neither formally notified Voyager or made a decision regarding the content of future versions of the bundles. As of today, Apple continues to distribute (the disc)," Byrnes said. The company routinely reviews customer response and uses it to help decide what programs to distribute, she said. Apple is the second-largest maker of personal computers in the United States.

In addition to its computers, the company is known for its liberal workplace policies. Casino cense for the Hard Rock Hotel in Las Vegas which will be the first of 30 Hard Rock properties to have licensed gambling. The 320-room hotel-casino is scheduled to open in March. Hard Rock owners have a 60 percent interest and Harveys Casino Resorts, which has a major hotel-casino at Lake Tahoe in northern Nevada, will have a 40 percent interest and manage the casino. The GCB's recommendation came after the board chairman, Bill Bible, cautioned that the club must enforce a state prohibition against minors gambling.

The board has been cracking down on clubs for not keeping minors away from gambling areas, recently imposing a $10,000 fine against Bally's in Las Vegas and issuing a complaint against stick into three states." Veteran Nevada gaming executive Bob Cashell will manage the resort for the tribe. But in time, he said someone from the tribe may be able to take over and he'll have a consulting role. Tribal members recommended by the board as Cashell's overseers included chairwoman Patricia Madueno, vice-chairman Llewellyn Barrackman and secretary-treasurer Melba Guerrero. Tribal members are getting the first crack at about 550 hotel-casino jobs. The tribe has about 1,200 members, most of them living on reservation land on the Arizona side of the river.

The project is the first under terms of a 1988 compact between Nevada and the tribe, approved as Indian gambling began to spread around the nation. The Control Board on Wednesday also recommended a casino li From page 1 the extreme southern tip of Nevada. The tribe controls more than 33,000 acres in the Mohave Valley, including land in Nevada, Arizona and California. A 17-mile stretch of the Colorado River flows through the reservation. Control Board members quizzed casino developers and tribal representatives about arrangements for police, fire, ambulance and other services, given the potential for conflicts between state and local government rules and tribal law.

Project attorney Bud Hicks said various agreements have been worked out with local governments in Arizona and Nevada to ensure such services on "a sovereign piece of land that happens to Alliance 6V2 Ameristar 7 Aztar 6V2 Bally Gaming 8Vb -V Bally Enter. 8V4 Boomtown IOV2 Va Caesars World 67V Casino Data Sys. 15716 1316 Circus Circus 26V2 -V Grand Casinos 17 1 Harveys 1 6V2 Hilton Hotels 67 IGT 14V4 -1A ITT 95 -V4 Jackpot Ent. 8 MGM Grand 26V2 Mikohn Gaming 8 Mirage 24 -V2 Monarch 5 Primadonna 20 -1V4 Promus Cos. 35 Rio Hotel 12 Sahara Gaming 4 Via Sands Regent 7 Showboat 14 Sodak 16 USA Capital Composite Gaming Index 144 59 Airlines require more notice for cheapest fares Sticker shock could await some fliers.

Major U.S. airlines are requiring many fliers to buy tickets 21 days in advance of travel not 14 days to get the cheapest non-sale fare. Delta made the change and was matched by most major airlines, including American and Northwest. Leisure fliers will be affected most. They often plan trips in advance to get the cheapest fares.

Most business fliers can't plan trips even 14 days in advance, let alone 21. Airlines hope more fliers will have to pay higher fares. "They're doing this to raise (profits)" says Tom Parsons, of Best Fares Magazine. A 21 -day advance purchase round-trip fare between Dallas and Hartford, as of late Wednesday was $512. There was no 14-day advance fare, which used to be $512.

The seven-day advance purchase fare was $572.
