Reno Gazette-Journal Wednesday, March 15, 1995 3C SPECIAL EVENTS COMMITTEE Retail sales drop; trade deficit worsens GAMING TOURISM King birthday funding cut but can be restored WASHINGTON The first decline in retail sales in nearly a year sent financial markets soaring Tuesday as investors shrugged "II the ballooning U.S. trade deficit and focused instead on hopes that interest rates will not be increased again. I he Commerce IX-partment reported that sales at department stores, auto dealerships and other retail outlets fell an unexpectedly sharp 0.5 percent in February, reflecting widespread weakness in consumer demand. Nevada and Washoe County taxable retail sales numbers for ebruary won't be released until mid-April. January numbers arc due in the next few days.

December sales were strong through much of Nevada, despite national numbers for the holiday shopping season. Statewide sales were up 9. 1 percent over December 1993. Washoe County sales grew 8.8 percent while sales fell nationally. Sales in apparel, general merchandise and specialty store categories all grew by double digits'in December in the Reno area.

The report triggered big rallies in bond and stock markets. The Dow Jones industrial average soared to a record level and demand for Treasury's 30-year bond pushed the yield down to a seven-month low. Analysts credited the market euphoria to a belief that the U.S. economy was slowing from its rapid-fire pace of last year to a more sedate level with only moderate inflation. "The markets are happy because the economy is slowing down and inflation is under control," said Bruce Steinberg, an economist at Merrill Lynch in New York.

In a second report, the Commerce Department said the deficit in America's current account, the broadest measurement of foreign trade, ballooned 50 percent last year to $155.67 billion, the second highest level on record. While America's trade performance was given much of the blame last week when the dollar was hitting record lows against the German mark and the Japanese yen, the new trade report did not trigger a further slide in the dollar. Indeed, the dollar actually strengthened Tuesday, and analysts credited the boost that bond and stock markets received from the weak retail sales data. "The key for the dollar is whether the fundamentals of the U.S. economy are good.

We are getting the kind of low inflation and moderate growth environment that markets like to see," Steinberg said. Cynthia Latta, an economist at DRl-McGraw Hill said the markets were correctly interpreting the latest data as putting the Federal Reserve on hold. She said it was likely that the central bank's Feb. I rate increase, the seventh in a year, would be the last for a while. "The retail sales figures tell us that there is a genuine slowdown occurring but that we are not headed into a recession," she said.

Staff and wire reports By Jamet Robbing GAZETTE JOL RNAL Members of the Reno-Sparks Special Events Committee decided Tuesday to cut back funding for a local celebration of Martin Luther King birthday from $19,000 to $10,000. However, committee chairman Bruce Breslow, mayor of Sparks, said there may be considerably more funding available for such an event, if organiers can put together a more specific plan of how they would expand it. The annual event at John Ascua-ga's Nugget hosted by the Northern Nevada Black Cultural Awareness Society and the Nugget features a dinner for the society and a concert featuring such performers as Gladys Knight and Ray-Charles. Last year's event with Ray Charles was extended to two concerts and attendance for the weekend was about 3,800 with gross ticket sales of about $96,000. NNBCAS president Angie Taylor had requested that RSCVA, parent organization of the special events committee, increase its funding from $19,000 to $60,000 for the 1996 event.

However, the authority's special events staff recommended that the funding be reduced The success of the event is hat led to staff recommendations to ait back the funding, explained Michael Houghton, RSCVA vice president of marketing. "We're not financing non-profit organizations," he said, explaining that special events funding was set up to help promote events that draw visitors to the area. However, he said, once an event begins to generate a profit, the authority's philosophy is to shift its funding to new events in order to draw more visitors to town. The decision on the Martin Luther King Jr. celebration was actually earned over from the events committee's Feb.
