Senators prepare WASHINGTON (UPI) Sens. Ted Kennedy, and Orrin Hatch, R-Utah, plan to introduce a bill next week that would make the federal government liable for cancer and other illnesses caused by atomic bomb tests in Nevada. The measure would provide compensation checks to survivors of cancer and other fatal diseases in parts of Utah, Nevada, and Arizona where open-air nuclear blasts in Nevada dumped radioactive fallout during the 1950s. Compensation also would go to people who have illnesses believed caused by fallout exposure. In addition, the legislation would provide compensation to the survivors of uranium miners in Utah, Colorado, New Mexico and Arizona who died from lung cancer apparently caused by working near the radioactive material between Jan.

1,1947 and Dec. 31,1961. It also would compensate miners still suffering from the disease. The bill is similar to one sponsored in the House by Rep. Gunn Mckay, D-Utah.

Both measures also would include compensation for ranchers whose sheep died as a result of a May 24, 1953 test blast called "Nancy" and a May 13, 1959 detonation called "Harry." However, McKay's bill would not compensate uranium miners. The fifth draft of the Senate bill lists Kennedy as the sponsor of the legislation, titled the "Radiation Exposure Compensation Act of 1979." A spokesman for Hatch, however, said the Utah senator will jointly sponsor and introduce the measure with Kennedy. The spokesman said it probably would be introduced next Monday or Tuesday. The legislation would make the federal government liable for damages to individuals who lived in the areas for one year between Jan. 1, 1951 and Oct.

31, 1958, or lived in the areas between June 30 and July 31,1952. Compensation would be paid for people who lived in the areas during those time periods and who, after Jan. 1, 1952, "died from, has or has had leukemia, thyroid cancer, bone cancer, or any other cancer" identified by an advisory board on the health effects of radiation and uranium exposure," the bill says. The legislation would establish a seven-member advisory board within the National Cancer Institute within three months after approval of the bill. It would be made up of "individuals distinguished in the subject of of the health effects in human beings caused by exposure to radiation and uranium." The measure says the board would have the job of identifying "those types of cancer, other than leukemia, thyroid cancer, or bone cancer, that are more likely than other cancers to develop in human beings after exposure to low level radiation." It says the board also would identify "those diseases and other illnesses, other than lung cancer and pulmonary fibrosis, that are more likely than other diseases to develop in human beings who worked in uranium mines for at least one year between Jan.

1, 1947. and Dec. Fallout areas listed by the bill include the Utah counties of Millard, Sevier, Beaver, Iron, Washington, Kane, Garfield, Piute, Wayne, San Juan, Grand, Carbon, Emery, Duchesne, Uintah, San Pete and Juab.
