Hicks Beacon Journal Washington Bureau Washington: Ohio's George Voinovich yesterday all but rejected a proposal for an expedited impeachment trial in favor of one that could last a month or longer and possibly include testimony from witnesses. Voinovich, in his first extensive comments on the matter, said House managers should outline the impeachment case before the Senate, then President Clinton "should have two to three weeks to respond to the charges." The House would then have a chance to offer a rebuttal, he said. "I think that during that period of time there would be plenty of opportunity to discuss whether or not witnesses should be called," Voinovich said. "I think that what we ought to do is take our time." Voinovich, the former Republican governor, will be sworn in today to replace retiring Sen John Glenn.

Later this week, Voinovich and the rest of the Senate are expected to take an oath to sit as jurors to determine whether two impeachment articles adopted by the House warrant removing Clinton from office. "We ought not to rush into this," Voinovich told reporters. "I think we should understand that this is very serious business that involves the Constitution of the United States." The trial scenario outlined by Voinovich is at odds with a bipartisan plan under consideration for a brief trial possibly days followed by votes to determine whether ultimately there would be the two-thirds Senate support necessary to remove Clinton at the end of a full trial Voinovich said his mind was not fully made up. In fact, he initially said he was undecided on the issue because he had yet to review all of the options. "As someone who's prudent, before you make a decision you ought to first look at what all of the options are." When pressed, Voinovich indicated his leanings.

Some senators have said they see no reason for a drawn-out trial because the facts are already known, Voinovich said, but he isn't so sure. "Do they really know the evidence and know the facts? Did they sit in on the (House) Judiciary hearings and listen to all of the information that was being put out?" Voinovich said he saw "little snatches" of the proceedings, but he had not reviewed all of the evidence nor had he made up his mind as a juror.
