Bear Hurts Stark Scout CIMARRON, N. M. (P) Four Boy Scouts, one from Massillon, were injured Sunday when a brown bear stormed through their campsite at Clark's Fork in the Philmont Scout Ranch and Explorer Base.

Camp officials said two of the scouts were treated at the Philmont Health Lodge for puncture wounds and will return to their homes for further treatment. They said the wounds were minor but the scouts will be treated by family physicians to prevent tetanus and infection. The two are Kirk Albrecht, 15, of 401 Lacrest NW, Massillon, and Thomas Manges, 16, of Elmont, N. Y. The other two scouts were treated for minor scratches and returned to a 12-day hiking and camping trip.

(ADV.) Floods Peril Fish Obituaries In Chesapeake Bay Earl H. Burnett, 74, School Board Ex-Head COVENTRY TWP. Earl Harter Burnett, 74, former Coventry school board president, died Sunday in Barberton Citizens Hospital after a short illness.

Born in Akron, Mr. Burnett, of 398 Rhine lived in the Portage Lakes area 47 years. Burnett retired in 1963 from Sinclair Collins Valve Co. as a foreman. He served on the Coventry Board of Education 16 years, the last eight years as Board President.

He was a member of the Loyalty Lodge Portage Lakes Lodge 752, Portage Lakes Community Church and was a World War I Army veteran. He leaves his wife, Marjorie; son Maj. Chester Earl, Robins AF Base, daughter Mrs. Betty Davis, St. Petersburg, sisters Mrs.

Zillah Lonsbury, Mrs. Hazel Widmeyer, and Mrs. Winona Clark, all of Akron, Mrs. Harriet Schmidt, Phoenix, Big Turnout Is Boost For Billy Graham CLEVELAND (P "I have rarely seen three opening services with such a response as we've seen here," said evangelist Billy Graham after 46,100 came to Municipal Stadium for the third night of the Billy Graham Crusade. "I believe it could be a floodtide this week," said Graham.

He had been pessimistic about drawing crowds for his 10-day crusade in the big 000-seat stadium, but Sunday night's turnout boosted his confidence and total attendance, so far, to 116,465. Ruth Stephens, Norton; sons Richard J. William, and Ronald, Barberton; sisters Mrs. Maggie Weigand, Barberton, and SsiMary Damien, Thousand Oaks, brother Harry May, Randolph and 11 grandchildren. Services will be at 9:30 a.m. Wednesday at St.

Augustine's. Burial will be in St. Joseph cemetery. Friends may call at the Hahn Funeral home tonight from 7 to 9 and from 2 to 4 p.m. and 7 to 9 p.m.

Negotiations To Resume In City Strike A striking City of Akron employes union and the Bal- lard Administration resumed bargaining today in an effort to end a week-old walkout. Local 1360, American Federation of State, County and Municipal Employes headed into the session at the Federal Mediation and Conciliation Service armed with support from the Akron Fire Fighters Association.

JESS SNIDER, Fire Fighters president, notified Local 1360 President Tom Bryant over the weekend firemen support the union "in efforts to improve the working conditions of your members." Trash and garbage collectors, sewer and water treatment and maintenance personnel, street cleaners and highway maintenance men are among the 800 on strike. Local 1360 and the administration met for the first time Friday and reported "some progress." New York Times Service WASHINGTON As a result of tropical storm Agnes three weeks ago, a major ecological change has occurred in Chesapeake Bay. The torrential rains unleashed by the storm flooded the bay's tributary rivers and streams as it moved north, sending millions of gallons of fresh water into the salt water bay. The effect on shellfish and other marine life i in the bay has been disastrous. Maryland and Virginia authorities reported that the fresh water diluted the salt content of the bay from its normal levels of between 15 and 30 parts of salt per 1,000 parts of water, to between five and zero parts per 1,000 in most locations along the bay's western shore.

One result has been that the authorities have closed the bay to commercial shellfish harvesting and scores of fishermen are out of work. THE CHANGE in the salinity content has had a particu- AF Jet Sets High Altitude Speed Mark WASHINGTON (P) The stiletto-like SR71 reconnaisance jet has set a record for sustained speed at high altitudes, and the two fliers who made the test are to get the top Air Force award. An Air Force citation said the needle-nosed craft was flown April 26, 1971 "on a record flight, a distance of 15,000 miles at speeds over Mach 3 and altitudes above 80,000 feet." Mach 3 is three times the speed of sound, or more than 2,000 mph. Other plans have flown higher and faster, but never before for such a long time at extreme speeds. The pilot, Lt.

Col. Thomas B. Estes, 38, of Eubank, and the navigator, Maj. Dewain C. Vick, 38, now a lieutenant colonel, of Lorain, are to receive the Mackay Trophy at a Pentagon ceremony Tuesday.

Rain, Bald Tires Blamed In Fatality The combination of speed, bald front tires and wet 1 pavement is believed responsible for a weekend accident in which a Columbus Baptist minister was killed and his wife seriously injured, Akron police said. The Rev. Bennie R. Towns, 53, was dead on arrival at Akron General Medical Center after his car struck a utility pole at the eastbound Bowery st. exit ramp of the West Expressway Saturday.

His wife, Claudia, 47, is "serious" at the same hospital. An examination of the wrecked car disclosed the speedometer was stuck at 60 miles per hour and the front tires were bald, police said. The pavement was wet from rain at the time of the crash, 9 a. m. Saturday, police said.

Visiting Biker, 11, Hit By Car NORTH CANTON A Michigan boy visiting relatives in North Canton was injured Sunday when his bicycle collided with a car at Lindy In. and Lorena st. NW. Lance Pittelkow, 11, is in guarded condition at Aultman Hospital. He was riding with his cousin, Laurie Gratny, 11, at about 9:30 p.m.

The boy's mother, Mrs. Norman Pittelkow of Hastings, said Lance was not accustomed to the handbrakes on the bike he was riding and could not make it stop. Lance, his parents, and a brother were visiting Mrs. Pittelkow's sister, Mrs. Paul Gratny, of 1002 Church st.

VIC CANTON Negotiators for Local 1 were meeting today in an effort to further reduce issues in the 150-day newspaper walkout. The Guild was expected to report on its unanimous rejection Friday of the company's latest contract offer.

Guildsmen voted on the package at the management's request. Jack Weir, executive secretary of the Guild, said the main issue blocking settlement is the company's insistence that not all strikers can be rehired. Weir said the Guild wants all of its members recalled. Other issues of dispute include wages, the retroactive terms of a new contract and back-to-work agreement. The strike at the Repository was initiated Feb.

But the future of the competition remained in suspense as aides of Spassky warned the Soviet champion would refsue to play any additional games in the private room. The 29-year-old Brooklynite backed down on a threat to fly home and appeared for the third game in an upstairs room of the Sports Hall. Spassky, 35, playing the white pieces, had already made his first move. Fighting to overcome the Russian's 2-0 lead, Fischer forced Spassky to the defensive midway in the 5-hour 18- minute session. At adjournment he was in a position to threaten the Russian's king. At the pause, each player had his king, queen and one bishop remaining while Fischer had six pawns to Spassky's five.

THE Rev. William Lombardy, American grandmaster who is Fischer's second, said Spassky was "in a bad position." Isaac Kashdan, the international grandmaster analyzing the match for the Associated Press, said Fischer had excellent winning chances. He said in a clash of grandmasters, the one pawn advantage could be decisive. Spassky won the opening game last week and was declared winner of the second by forfeit when Fischer failed to appear becuase he objected to hidden television cameras filming the match. Ohio Welfare Payments Up COLUMBUS (P State welfare payments for the 1971-72 fiscal year increased more than $115 million over the previous year, State Auditor Joseph Ferguson reported today.

The total was $599.9 million compared with $484.7 million in fiscal 1970-71. Increases in Aid to Dependent Children and Aid to Dependent Children of Unemployed accounted for almost half the jump. Japan Flood Toll Hits 370 TOKYO (P) Landslides and floods caused by heavy rains in the last two weeks have killed at least 370 and another 67 are missing, the National Police Agency reported today. Property damage is estimated at $472 million. The rains lashed most of Japan but areas in the southwest were hit hardest.

The floods were receding today. State police said three persons were shot and two stabbed in what was called a "bloody confrontation" at a rally of 2,500 cyclists and fans near here. Authorities charged 11 persons in the Sunday afternoon melee.
