IPI The United Fund Board of Trustees was unable Wednesday lo agree on what to do with the Central Hospital Bureau (CUB), which loans money tn low income persons unable to pay hospital bills. Labor representatives the board appeared solidly opposed to a proposal by a study committee of the United Community Council to transfer much of CHB's present operation to the credit departments of area hospitals. By a vote of 17-11, the board postponed any action on the CHB until the next board meeting April 23. THE United Community Council Board already has endorsed the proposal of the citizens' committee to get CHB out of the business of loaning money. The committee proposed instead that hospitals set up more payment plans for their low income patients.

CHB would step into the picture only if a patient were unable to pay his bill on a payment plan arranged the hospitals. CHB would pay the difference. The proposals on CHB's 'future were reached after a year-long study by the IN EXPLAINING the mm mittee's proposal to the t'F Board. Thomas J. It's nine-man staff accounts for 22 pet. of the agency's expenses. Six of the staff interview applicants to determine their eligibility for financial aid. "We think this process of extensive investigation is not consistent with the times," Nobil said. The commiltee has proposed that the CHB staff be cut to one person who wuld cut to one person who would depend on the reports of the hospital credit department.

"At present, all the credit information hospitals come up with is duplicated bv CHB," Nobil said. NOBIL also stressed that while CHB has no legal method of getting recipients to repay loans, hospitals can attach wages and use other legal means. Paul DeLong, a labor representative from Utilities Local 126, said he realized that the administrative cost of CHB were high, but felt that less drastic changes could be adopted to improve CHB. ROME ill Italian authorities seized "The Saiyricon," a film detailing some of debauchery of ancient Rome charging that it contains obscene scenes involving minors under Hi. The seizure, three days after the film hit the screens, marked another chapter in the smoldering war between "Dolce Vita," director Fed-erico Fellini and producer Alfredo Bini. Both are presenting films by the same namp and based on the writings of Petronius Arbiter, a profligate lover of luxury who became the arbiter of fashion under Emperor Nero.

BINTS "Satyricon" reached the screen first, after winning a court battle which allowed Ixith films to retain the same title.
