station wagon was smashed by a Perm Central switch engine at the Main Street crossing in East Alton Tuesday night. No one was injured. Miss Roberta Hellrung, 17, of 440 E. 4th St. in Alton, told police she did not hear or see the engine.

There are no signal lights or retaining gates at the crossing, which is on one of the Main streets in East Alton. The engineer was J. R. Courtney of Mattoon. Nixon Glad For Binder WHITTIER, Calif.

(AP) President Nixon has expressed pleasure with the appointment of Dr. Frederick M. Binder, as sociate commissioner for higher education in New York state, to be president of Whittier College Nixon's alma mater. Judge Daniel J. Ryan of Circuit Court convicted Leo Rug- sndorf, 55, and Richard Skolnick, 39, of intimidation but acquitted them of conspiracy to intimidation. Specifically, the two were of attempting to get $15,000 from Eugene Sorinsky, owner of Nationwide Whloesale Co. by threatening his life Nov. 19.

Carpenter St. from R-5 East Alton Will Protest Proposed Ph one Rate Hike The village of East Alton will file objections to Illinois Bell Telephone Company's proposed rate increase, it was announced Tuesday night at the village board meeting. The board, the first public body to take such action, ins Village Attorney Francis Manning to file a written objection to the rate ncrease on the basis it is "too high." The objection must be filed with the Illinois Commerce before Feb. 2, at whjch time the state body will lold a public hearing on the increase at its offices in Chicago at 10 a.m. Manning told the board the objection will be in the form of an intervening petition to block the rate increase.

If necessary, Manning will go to Chicago at a later date to represent East Alton in its objection. in other action at the meeting, which lasted only 12 minutes, the board approved the transfer of $18,250 from the sales tax fund to the new building fund to help pay off the new vital services building. Bills in the amount of $37,684 were approved. UAW Okays Contract at Case Plant in Racine RACINE, Wis. (AP) Officials of United Auto Workers Local 180 said today its membership at the J.

I. Case Co. plant in Racine had approved an 18-month contract reached in lengthy negotiations with management. The vote totals were given as 994 production workers in favor of the pact and 434 against while the skilled trades vote was 213 in favor and 23 opposed. The union said the pact is a central one for all six plants of the farm and construction equipment firm.

It said locals at Burlington and Bettendprf, Iowa, also had approved the contract, which is retroactive to Jan. 1. The firm has other plants at Terre Haute, and at Rockford and Rock Island, 111. The union said the new contract contains wage and fringe benefit increases totaling about 53 cents hourly, spread over the 18 months. The old contract expired Dec.

The petition to amend the zoning of the property was sought by Lloyd Sunderland through his attorney John Self. Sunderland won unanimous support of the Plan Commission to get the property rezoned. The council also approved a service contract with Wells Engineering Co. A division of Rempe, Sharpe and Associates, of Geneva for preliminary plans to upgrade the city's sewer and water systems. Along with the planned new improvements, the council also approved an agreement with Midwest Securities Co.

The council adopted a resolution to seek funds in the form of a grant of 50 per cent from the Economic Development Administration, U.S. Department of Commerce for development of. the industrial park.
