The land hassle developed when the county announced in the spring it would move most county offices out of the downtown area, opting for a Bureau of Land Management parcel in northwest Las Vegas that was available at no cost.

The city then offered the county a piece of land across from the federal courthouse, where Japanese businessman Masao Nangaku had planned to build an office tower. That project is well behind schedule, with its future in doubt. The county balked at that plan when millions of dollars in liens against the project surfaced, and concerns were raised about removing pollutants from the site. Police car stolen during rescue LAS VEGAS A police sergeant was rescuing the pets of a murder victim when his patrol car was stolen, Metro Police said. The sergeant was at the home of Paul McManus in the 1 100 block of Bonneville Avenue Thursday night, helping a veterinarian locate three cats.

McManus, 58, a former wrestler also known as Frank Morgan and "The Heavenly Body" in the ring, was shot in the head as he walked to an athletic club for a workout on Thursday morning. There have been no arrests in the shooting, in front of Gorman High School on Maryland Parkway. Boy becomes second toddler to drown in a pool in 24 hours LAS VEGAS A 2-year-old boy drowned in his family's backyard swimming pool, the second toddler to die in a pool accident in 24 hours, authorities said.

The youngster and his 1 2-year-old uncle were watching television in the house when the uncle left the room for a minute. The toddler went outside, unlocked a gate and slipped into the pool, police said. "He (the uncle) went out and found the boy floating face down in the pool," said Metro Officer Jim Phillips. "He got his wits about him, brought him into the kitchen, called 9 1 1 for the paramedics and then he started doing CPR (cardiopulminary resuscitation)." But the baby was pronounced dead at Sunrise Hospital. Firefighters say drowning is the No.

Police have been without a contract for about six weeks. Anderson refused to disclose the results of the vote on the latest proposal. SAN DIEGO (AP) Police combed a beach for clues Friday to bolster their case against a fellow officer and former Reno baseball player charged in what may be one of a series of rapes and robberies. Officer Henry Hubbard 29, of Mira Mesa, was under police guard at USCD Medical Center. He was charged with two counts of attempted murder in an early morning attack on two men and a woman Thursday, said Assistant Police Chief Cal Krosch. More charges, including attempted sexual assault, may be added before his arraignment, tentatively scheduled for Monday, Krosch said. Police believe Hubbard also may be responsible for seven attacks on the beaches of La Jolla, Del Mar and Solana Beach over "I certainly don't enjoy what we're doing right now." Hubbard, a 4'2 year veteran of the force, had been described as a model officer.

He was chosen by the department to be the subject of a local television series titled "The Making of a Cop" during his academy days. Hubbard was ranked No. 1 in his 1987 San Diego Police Academy class, police spokesman Bill Robinson said. The beach attacks occurred in the early morning hours after 1 a.m., the time when Hubbard's shift patrolling wealthy northern San Diego beach communities ended. In each case, a man wearing a ski mask and carrying a handgun approached a varying number of males and females, usually couples, and then tied up the man or the past two months, Krosch said.

Before joining the force, Hubbard had a three-year career playing minor league baseball in Spokane, and Reno. He played with the Reno Padres minor league team, now the Silver Sox, in 1984-85. He batted .233 in 339 at bats his last year. Most of the San Diego cases involved rapes or attempted sexual assaults on women whose male companions were tied up by a masked gunman. Hubbard, who was off duty when Thursday's attack occurred, has been suspended from duty and termination proceedings against him have begun, Police Chief Bob Burgreen said.

Krosch called the case "a nightmare" for the force. "It saddens everybody on the police department," Krosch said. men with duct tape or belts. He then raped or attempted to rape the women, Krosch said. The beaches in which the attacks occurred were either in or near Hubbard's beat in the Northern Division's Golden Triangle area.

Police walking shoulder-to-shoulder searched the site of the latest attack throughout the night and morning. Hubbard's home, car and police locker also were searched. Krosch said supporting evidence, including weapons, had been found but would not disclose the specifics. Hubbard was arrested at the hospital Thursday after his wife brought him there about 4:30 a.m. for a gunshot wound to his left hand.
