Frates Seeligson is trying to make his general sales tax proposal palatable to Texas taxpayers by earmarking the $134 million he says it will produce for schools. The San Antonio lawmaker continued his struggle to substitute his complicated tax program to solve the state's financial ills for the recommendations of Gov. Price Daniel today as the legislature prepared to adjourn for another long weekend, The entire program would produce $217 million.

He contends the present tax structure has various "inequities" and wants to eliminate them by raising some taxes and eliminating others. Seeligson's bill would repeal the chain store tax, oil and gas well servicing tax, cement production tax, textbook tax, coin-devices tax, and levies on admissions, prizes and awards, radio and. television sales and stock any type rebate incentives to encourage local homebullding. "Contrary to the picture being painted by some quarters, it isn't necessary to give away the City Hall in order to create a better atmosphere for building," MIller said, "I don't think that any five men should try to tie their feelings on the next administration," Miller pointed out that the amendment, 1 as proposed by Mayor Sargent, would give the voters no choice for any change from the building situation which now exists. "While I was in the hospital, I had a number of people come to see me and urge me to stay in the race if possible," Miller continued, "Knowing that our city needs to keep pace with the surrounding area, and believing I can help in a small way, I believe it would be the wrong thing to do, to drop out my health is good enough, and there are things more important than one man's own benefit." "This is stretching city funds to the utmost to carry this major thoroughfare 1m- provement out to new residential development," said Crow, who indicated asphalt paving may be all the city can afford, The preliminary dirt work, worth about $4,000, is being done, at no cost to the city by county crews as authorized by County Commissioner Denver Seale. The paving project will be an extension of the big concrete widening job just completed on SW 3rd St. (Belt Line).
