of Reno. Presnell, 25, died Monday In Winnemucca. A native of San Francisco, he was born March 20, 1853, and was a mall delivery truck driver. Surviving are sisters, Julie Presnell of Reno and Yvonne Martini of Sparks; and a brother, Ronnie of California. Burial will be at Mountain View Cemetery.

Clara Semenza Clara Semenza, 95, of Reno, and a Nevada resident since 1909, died Monday in a Reno hospital. She was born Feb.5, 1883 In Genoa, Italy. Surviving are a son, Rudy of South Pasadena, three grandchildren; and several nieces and nephews. A funeral is scheduled for 9 a.m. Thursday at Ross, Burke Knobel Mortuary with burial at Mountain View Cemetery.

"In 1973, we computed that it would take 3 percent of the building fees to take care of the parks," Public Works Director Bob Churn told the developers. "And It hasn't changed. Our costs have gone up proportionately with yours." Frank Darr, representing the Associated Builders and Contractors, also recommended that a group of advisers from the construction industry be formed to work on the park problem. He said this group could "very possibly offer sound advice on the tax situation and what parks are needed and how to build those parks." Community Development Coordinator Alex Fittlnghoff showed the developers a preliminary plan outlining where parks should be located to meet growth demands.

He said the city is attempting to purchase land totaling 330 acres from the Bureau of Land Management He said that would represent two large parks In north and east Also needed will be four or five nelgbhorhood parks. "We want enough neighborhood parks to make it a fairly short bike ride or walk for kids," Fittlnghoff said. Hicks assured developers that present parks are being used and said, "If we had 400 acres now, they would be used also. The only way to accomodate more people is to build more facilities." If the Increase is passed, Lewis said, the tax would probably be passed on to the buyer. He added, however, that because of supply and demand, that might change in three or four years and "we would have to take the loss." Developers today expressed fears that an increase In a Sparks residential construction tax would set a precedent and lead to other "new home" taxes In the city.

Several Sparks staff members held workshop with four area developers to discuss an Increase In the tax for new home construction from 1 to 3 percent. That money is spent for land acquisition and construction of parks. The tax Is based on the construction cost, not the selling price of the home. The developers raised surprisingly little concern over the hike itself, but questioned whether this would lead to a California-like system In which several taxes are Imposed on the builder. Robert Lewis of Lewis Homes, one of the largest building firms in Sparks, said he would hate to see taxes for fire and police cruisers imposed on developers.

Along those lines, he added, "Why don't you go to the hospitals and charge 11,500 for each new baby born?" The purpose of the Increase In tax was to pay for new parks necessitated by the growing number of homes and people in the area, developers were told. City Manager Jay Milllgan said that through this system. Sparks newcomers buy into a park program. Sparks leisure services director Les Hicks said there are now 123 park acres but according to National Recreation and Park Association recommendations there should be 400 acres, based on 10 acres of park for every 1,000 persons. Sparks has a population of 40,000.

Lottie Sparks insurance agent Gerry Grow, a former Washoe County commissioner, reiterated today that he avoided reporting for Jury duty Monday because he was certain he would be seated and his business would suffer. When the Jury commissioner handltng the Peggy Davis murder case called him Monday, Grow said he told her lie could not go to court because of pressing business appointments. The would-be Juror acknowledged today that he played in a pro-am golf match Monday at Stead, but he said "that wasn't the reason I skipped out on Jury duty." Grow said he didn't even tell his secretary where he was going to be that day because he didn't want her to have to make excuses for him. "Golf wasn't the pressing business I was referring to," Grow said. "I wouldn't want anyone to think that I believe go'f is more important than Jury duty." Grow said on nis way to District Judge John Barrett's court Monday he realized that he was a qualified juror and would probably be selected to the panel.

If that rccirrert, he said he could Le kept away from his business for as long as four weeks. "I'm behind in my business and it just couldn't stand that," Grow said. "I knew I would be seated as a juror in that trial. There's no reason to think I wouldn't be chosen. But I made a bad judgment in ducking out." 1912, and lived in Reno 10, years. She was a housewife and a member of the VFW Auxiliary. Surviving are a JIowari.Monlgemery of Reno; daughter, Dolly Dillinger of Ridgecrest, Calif. sisters, Margaret Allred of Yuba City, and Fannie Steed of Kansas; and five grandchildren. Gretchn Gielow Gretchen Gielow, 65, died Tuesday at her Stateline residence. Born May 29, 1912. in Berkeley, she was a Nevada resident for the last 12 years and lived in Stateline for the last year. Survivors Include a son, Charles and daughter, Ruth M. Gielow, both of Stateline; sister, Bernice VUerolo of South San Francisco; and four grandchildren.

A funeral is scheduled for 11 a.m. Friday at Walton's Chapel of the Valley, Carson City. Burial will be at Walton's Carson Gardens Cemetery. Lucille Thorman Lucille Thorman, 70, of 397 Gould died Tuesday in a Reno hospital. A native of Alamagordo, N.M., she was born Jan.

The new owners, head by Lou Tickel of Salina, and Zula Wolfram of Cleveland, have not yet applied for the necessary state and county gaming licenses. Nor have they applied for county liquor licenses.

Bybee said Tickel has been hoping to find a person with a gaming license and sufficient bankroll to operate the hotel's casino, which employs 272 persons.
