The problems are common to all hospitals which say they have been operating on less than minimal budgets.

The only solution, they say, is to reduce services, the quality of care, and let normal maintenance of facilities slide. The report on the hospitals was prepared at the request of Sen. T.D. McNeal, D-St. Louis, by the Menial Health Commission, and distributel Tuesday to members of the Senate.
