William C. Jackson, 33, of McDermitt became the 10th person to die in state traffic accidents this year compared with three this time last year. Two of this year's victims were killed on Northern Nevada highways and one, Vincent C.

Breen of Reno, was a pedestrian fatality in Reno. Police said a car driven by a 17-year-old Reno boy hit Breen in a crosswalk. In another accident, a Reno woman, Carolyn M.

Hilton, 33, was injured Monday at Sutro Street and Wedekind Road, Reno. A 17-year-old boy was cited for careless driving. She is in fair condition at Washoe Medical Center. Police said her car was stopped when one driven by the boy skidded sideways against hers and a parked car. The accident happened at 11 :05 a.m.

Council rejects agreement The Reno City Council Monday rejected a Regional Street and Highway Commission agreement for design of improvements to Donati Lane in Sparks. Hie road, located in the industrial area of Sparks, is high on the list of Sparks City Council road construction priorities. All three governments must approve the expenditure of regional road funds. Reno Councilman Clyde Biglleri said the road shouldn't be built with regional road funds, but rather by future developers In the area. He said the traffic count on the road is too low to justify paying for design.

Biglieri said Donati Lane should "be number 50" on the priority list when actually it's in the top 10. Sparks City Manager Jay Muligan said the road is needed because it will connect the area of the Vista interchange to the area of Reed High School one of the fastest growing areas of Sparks. MUligan said it is "silly and asinine" for Reno to expect Sparks to approve all its road projects and then reject those planned for Sparks. He also noted that the priority list was developed using a formula suggested by Reno Traffic Engineer Ross Ain worth, who said Monday he used a rating system used in San Diego, and modified to meet Washoe County needs. When council men began criticizing the priority list compiled by the Regional Street and Highway Commission, its manager, Jerry Hall, said the list was devised using a uniform point system plan to assess traffic needs.

The list was reviewed by the staff of Reno, Sparks and Washoe County, and accepted, he said. Along with rejecting Donati Lane design, the Reno council asked for another analysis of the priority rating system. Landmark manager resigns LAS VEGAS (AP) James Wadsworth has announced Monday his resignation as cpnprni manager of the Landmark Hotel, which is owned by the Summa formerly the Hughes Tool Co. Wadsworth, in a letter to Phil Hannifin, Summa vice president and head of the firm's recreation division, expressed a desire to return to his private law practice. Wadsworth is a part owner and partner in the Las Vegas law firm of Morse, Foley and Wadsworth.

Named to replace Wadsworth at the Landmark was veteran Hughes executive Perry Lieber. Lieber is a former genera manager of the Landmark, leaving that post to head up Summa's public relations office.
