And he said he was pleased by the commission order that a package treatment plant be installed within the next etght months, providing a permanent solution to the long-term problem. During the lengthy hearing, several members of the Hansen family complained of ''permeating odor" which they said nauseated them and sometimes made It difficult to breathe. Allen told commissioners that there has been a "dramatic decrease in the odor problem," but Hansen witnesses said Health Department officials had refused to come to the Hansen home across from the River Inn when the odor was bad.

Ninety-one-year-old Julia Hansen told commissioners the odor was "the worse stuff you could smell." Spray containing human feces comes "right over the highway and hits you in the face. Water runs out of my eyes, I can't move, she said. "That's the truth, County Commissioners. Please will you do something. If this keeps going on.

I cannot live." Mrs, Hansen's daughter, Myrtle Dally, and grandaughter, Pat Sen-welgert, also testified about the odor. Mrs. Dally said she visits her mother at least once a week. She said the odor Irritates her eyes and nose, and if she stays very long, nauseates her. "1 tell her I have to leave.

I can't stand the odor of human excrement. The only way I can get rid of the headache Is to vomit when I get home." Mrs. Schwelgert, a real estate agent, described the smell as unbearable outside definitely the smell of feces. She said from a real estate standpoint, the odor decreases the value of property In the area. Dick Wiseman, a partner In the River Inn, told commissioners that Leisure Time Development took control of the inn in September and Immediately started work to remedy the sewer problem.

He said a deflector will be Installed Immediately to keep effluent from spraying in the air. And he said a package treatment plant will be ordered In the near future. The River Inn was ordered by the Washoe County Commission Tuesday to take immediate steps to abate a "public nuisance" posed by its sewer lagoons. Leisure Time Development, operator of the inn on old U.S. 40, west of Reno, was given five days to temporarily end the nuisance and eight months to replace ths sewage lagoons with a new package treatment plant.

The commission's decision came after a three-hour public hearing In which an engineer who specializes in sewage treatment plants ana Washoe County Health Department officials differed on whether the plant is a health hazard to Reno residents. Engineer Richard Hutchlns, testifying for Julia and Hans Hansen, who brought the nuisance complaint against the River inn, said sprayed effluent from the lagoon contaminates the Truckee River and the Last Chance Ditch. The Truckee River provides much of Reno's drinking water and the Last Chance Ditch provides water for Southwest Reno, he said. "This is a very dangerous situation," Hutchlns said. "It has been a health hazard for a number of years.

There could be an epidemic if the right person a Typhoid Mary used the facilities there." But Peter Allen, a Health Department environmentalist, said he has no evidence that there Is any health hazard posed by ths plant. Allen said the lagoon has been a problem tor many years and that "the maintenance of the lagoon system In the past three to four years has been increasingly deficient." But he said Health Department officials had inspected the lagoon system and found no evidence that the spray was contaminating either the Truckee River or the Last Chance Ditch. Asked if there would be a health hs.ard if the effluent did reach the river, Allen said It would be a possibility. But he emphasized it was a "possibility, not a probability Allen refused to be more specific. But he noted that typhoid is a bacteria and Is killed by chlorine used In the Sierra Pacific Power Company's water treatment process.

A Sierra Pacific spokesman confirmed that the chlorine kills typhoid bacteria. He also said samples of Reno's drinking water are tested daily by the state Health Department. 4 i 'mm .1 ff .1 Suspect at large Porcelain sculpture on exhibit MM Lyon commissioners reject building offer YERINGTON Lyon County Commissioners have rejected another offer by La Pinata Mall owner Don Tlbbals to sell his structure to the county for its appraised value as a social services building. The offer was some $100,000 from Tibbals original offer a month ago. The appraised value Is $329,000 "around $18 per square foot.

That is dirt cheap and a hell of an investment for the county," Tlbbals said last week. He said, "The building you have proposed to build Is going to run you a lot more than you expect I am asking you to reconsider because by building would be an asset to Lyon County, not a liability. Only recently the commissioners voted unanimously to go to bid to build a new social services building to house a number of the county offices. They plan to use a $140,000 federal grant to finance the largest portion of the project. Commission chairman Warren Lewis told Tlbbals, "The county would lose the $140,000 grant on the proposed building; and you already have some excavation work done.

The county is not in the best shape to buy your building financially." (The grant can only be used for construction of a new building. Tlbbals Is doing the excavation for the new building.)
