Colton tot dies in fire at residence COLTON (UPI) A 3-year- old girl was pronounced dead at the scene Tuesday night when fire swept a home where she and two other children had been left alone while their mother went shopping. Mrs.

Dianna Richardson told investigators she had left the children watching television while she went shopping. Firemen were alerted shortly after 9 p.m. and carried a 7- month old child and another aged 4 to safety. They recovered the body of Valerie who was pronounced dead at the scene. Investigators were attempting to determine the cause of the fire.

Simplicity, beautv not extravagance pollution be formed Chairman Nancy Smith appointed the two board members after Hansberger reported on a session of the South Coast Air Basin council last Friday that resulted in the meeting to be held this week. Hansberger said the counties face the issue of voluntarily getting together and merging their APCDs into one overall organization or sitting back and letting the state do it. He was referring to the bill introduced by Assemblyman William McVittie of Chino which is reportedly the same as the Biddle bill of last year that Gov. Ronald Reagan vetoed.

The difference this time is that the new governor will sign it into law early in 1975, Hansberger declared. McVittie's action at Sacramento caused Mrs. Smith to say she was "angered" at the "boy wonder" who apparently is not well-versed on the county's efforts over the years in controlling stationary sources of air pollutants "at a cost of millions of dollars to private industry." Mrs. Smith said: "I dread to think what would have happened if the county had not led the way," adding, "I get very annoyed by some 'boy who has just been elected, saying otherwise." Before being elected to the assembly, McVittie was chairman of the county APCD appeals hearing board on variances. Mrs.

Frink's mother dies at age of 92 Mrs. Lottie Posey, mother of OllieLou (Mrs. Kenneth) Frink of Redlands, died in San Bernardino early yesterday morning just one day after her 92nd birthday. Mrs. Posey was a native of Cleburn, Texas, and lived in San Bernardino for 60 years.

She was a charter member of Calvary Baptist church there and was a frequent visitor to Redlands where she had many friends. In addition to Mrs. Frink, she leaves another daughter, Ruth (Mrs. Charles) Pease of Elsinore; four grandchildren and 11 great-grandchildren. Services will be at 10 a.m.

Calimesa couple files suit over son's death A Calimesa couple whose 15- year-old son drowned last May has charged a now-defunct San Bernardino scuba-diving school and its instructors with negligence in his death. Mr.

and Mrs. Michael A. Szukala filed an $850,000 wrongful death suit Monday in Los Angeles federal court on behalf of their son, Joel, seeking damages from Ronald S. Flory, former owner and operator of the Inland Empire Scuba School, 1598 North street, San Bernardino, and Phone company customers to get 57 cents LOS ANGELES (UPI) The state Public Utilities Commission ordered General Telephone today to refund $1,000,256 to its approximately 1.74 million active accounts. The refund will amount to approximately 57 cents for each customer.

The $1,000,256 was that portion of a $12 million refund which the PUC ordered last March which the utility was unable to pass along to its customers because they had moved or had failed to cash refund, checks. The March refunds represented a portion of charges for intrastate long distance calls, multimessage unit calls and related federal excise and local taxes between July 23, 1971, and Aug. 8, 1972, plus 7 per cent interest. Charges made during that period were based on Pacific Telephone rates which went into effect July 23, 1971, and were later nullified. The school has since gone bankrupt. The youth died May 5 when he went with other members of his scuba class for a practice dive off Santa Catalina Island, according to the suit. Also named as defendants are James and Joyce Milner, owners of the vessel Californian, which was chartered for the trip to Catalina. The suit alleges that the boy was allowed by the defendants to enter the ''extremely hazardous waters" although they should have known "he was not capable of scuba diving and swimming efficiently enough in the ocean to prevent drowning." The defendants "carelessly and negligently" provided inadequate equipment, failed to provide proper safety procedures and "knowingly and intentionally exposed (him) to unreasonable risks of injury and death," the suit alleges.
