BY GENE KRAMER Associated Press Washington: The exiled king of Rwanda says he will do whatever he can to promote peace in his strife-torn homeland but is not trying to thrust himself back into power. "Anyone who wants peace is with me, anyone who doesn't want peace is against me," regardless, of tribal origins, said the former King Kigeli V. Kigeli reigned for a year before being deposed in 1960 while the central African country was a U.N. trust territory administered by Belgium.

Now 57, Kigeli lives in a plain apartment in the Maryland suburbs, less than 10 miles from the White House. He said in an interview that he wants to do whatever possible to promote peace for his tormented country. But, he emphasized, "I am making no claim to impose myself upon Rwanda as king. My call is for peace among all Rwan-dese." Kigeli said he was thankful for President Clinton's call Saturday for an immediate cease-fire and peace negotiations between rebel Kigeli said he got no response to his warning only five weeks ago to U.N. organizations and to the Organization of African Unify that time was running out for establishing the transitional government mandated by an August 1993 peace agreement.
