(UPI) $60 million purchase of the Riviera Hotel on the Las Vegas "Strip" by the AITS. of Boston, won preliminary approval Wednesday from the Nevada State Gaming Control Board. The board recommended approval of a long-delayed realignment in the seven casinos owned by industrialist Howard Hughes.

Also receiving preliminary approval was entertainer Sammy Davis to be an officer in the Tropicana Hotel in Las Vegas. The applications must win final approval from the parent Nevada Gaming Commission which meets Sept. 27 in Las Vegas. AITS stands for American International Travel Service, which is involved in wholesale travel tour business, ownership of restaurants and a cruise ship. The company, whose stock is traded over the counter, is buying the Riviera from the present ownership is headed by veteran gambler Edward Torres.

Torres, however, will remain to continue running the hotel-casino complex. Officials of AITS said that $9 million has been placed in escrow "to dispose of any tax claim" that may arise involving the present operation. The gaming board noted that AITS is valued at less than the corporation that runs the Riviera Hotel. Board members said the major stock holders in AITS were Meshlaum Riklis and Isidore Becker and that without them the deal might never have been made. The board approved the application on the condition that if Riklis and Becker ever seek to sell their shares in AITS, that application must have prior approval by the state.

LA approves 21 pet electricity rate hike LOS ANGELES (UPI) The City Council has given tentative approval to a 21 per cent hike in electric rates, which would increase the average homeowner's monthly bill by about $2. The council also approved a 4 per cent increase in water rates Wednesday, which would raise the average monthly bill by about 24 cents. Both measures face another council vote next week and then must be approved by Mayor Thomas Bradley, who has not taken a position on the matter. Robert V. Phillips, general manager of the Department of Water and Power, told the Council the hikes were needed to offset inflating operating costs and higher fuel prices.

The council voted 9-3 in favor of the proposal, with Coun- cilmen Edmund D. Edelman, Robert J. Stevenson and Joel Wachs dissenting. Councilman Marvin Braude, who supported the rate hike, told the DWP representatives that those who use more electric power should pay maximum rates, instead of the current policy of charing lower rates to volume buyers. "Certain people should have lower power rates and other people should have higher power rates when their consumption goes beyond a certain point," Braude said.

"I think the people who want to have wine cellars and swimming pools should pay a higher proportionate rate than people who are using power to cook with. Those people who have limited use of power should have the lowest possible rates," he said. Tunney blasts AAU, NCAA WASHINGTON (UPI) -The Amateur Athletic Union and The National Collegiate Athletic Association have been accused of spreading "misinformation" about pending legislation calling for federal chartering of sports organizations. Sen. John V. Tunney, D- the chief sponsor of the legislation, said Wednesday the "misinformation, misinterpretation and conjecture" being spread by representatives of the organizations was part of a massive lobbying effort to defeat the bill. "I can only surmise that the groups in opposition are more concerned with perpetuating their own bureaucratic power than with the best interest of amateur athletic competition and the public," Tunney said in a Senate speech.

The California Democrat said the groups were falsely contending that the bill would lead to the expulsion of the United States from the Olympic Games, create a "massive federal bureaucracy" in the sports field, and inject the federal government into amateur sports all the way down to sandlot games. Tunney said nothing in the bill conflicts with rules governing international competition and that of U.S. expulsion from the Olympics was "totally unfounded." The bill, Tunney establish only a "minimum structure" of federal supervision "to protect the rights of amateur athletes and the public." Federal involvement in sports, he said, would be limited to granting charters to national associations which control international competition. "Intercollegiate, interscholastic and club sports will not be covered by this bill," Tunney said. The Tunney bill calls for creation of an amateur sports board as an independent federal agency to issue charters to sports organizations.

It also calls for study of U.S. participationg in the Olympics and for establishment of a National Sports Development Foundation to provide matching funds to local communities for athletic facilities. (UPI) Three women instrumental in the national drive to obtain Prisoner-of-War and Missing- In-Action bracelets depart for Valley Forge, Oct. 1 to select a site for the memorial cast recently made from the collected bracelets.

Leading the contingent will be Mrs. Ellen Ewing, former editor of the Inland Catholic Register, a diocesan weekly. Mrs. Ewing originated the idea of a war memorial and the paper was the center of the drive, which collected 7,000 of the one-ounce bronze bracelets. Accompanying Mrs.

Ewing will be Mrs. Galileo Bossio and Mrs. Charleen Walters, wives of military men still missing in Southeast Asia. The memorial, created by artist Harold Balaz, Spokane, has been accepted for permanent display at the Freedom Foundation at Valley Forge. The inscription on the memorial was written by former POW Wesley Schiermann, Spokane.

It reads: "This memorial, cast of the bracelets worn for prisoners of war, is dedicated to the killed in action and missing in action in Southeast we forget." Mrs. Ewing said an 11,000 pound granite pedestal has been donated by the Barre Granite Barre, to be placed under the bronze memorial. (UPI Telephoto) Girl, 7, sent home to wed middle-aged man SYDNEY (UPI) The Australian government said today a seven-year-old aboriginal girl, who has lived most of her life in a comfortable foster home, has been sent back to her ancestral tribe against her will to marry a middle-aged man. A cabinet minister told Parliament authorities took Nola Brown from her middle- class home in a Darwin suburb because of a marriage contract made at her birth by her natural father and her husband-to-be. "We told them we considered this to be too short a time to allow Nola to get used to the idea," Athold Brown, her white foster father, said. "She screamed and cried and said she wanted to stay with us." Aboriginal Affairs Minister Gordon Bryant told Parliament Nola would have to spend the rest of her life living in a rustic shack on the banks of a river in Australia's hinterlands.

Nola had lived with Brown and his wife in a suburb of Darwin since a few months after being born prematurely in a welfare settlement and placed in a hospital. Bryant told the legislators the natural father of the girl, apparently concerned about her health, allowed Nola to live in a foster home after birth under the condition she be sent back at his request to be married within her tribe. The girl lived happily with the Browns' six other children in the comfortable home and neighbors said she began primary school this year. Bryant said she was taken from the home Sept. 12 by an officer of the Department of Aboriginal Affairs and now lives in a shack called a "bark humpy" on the banks of the Cadell River, 500 miles northeast of Darwin.

"I understand in this particular tribal situation the promising has taken place in the past and that at some time in the future, say at 10 or 12. the actual promise will or is likely to be consumated," he said. Bryant said the government has no legal power to intervene. "We can only hope that the child is happily placed with her natural parents," Bryant said.
