Owned and operated by the Cortner Family Vietnamese refugees won't have problem in school By BETTYE WELLS Vietnamese refugees who attend Redlands public schools in the fall won't find a mass of bureaucratic red tape during registration, thanks to the district's previous experience with foreign students.

"We'll approach the refugees the same way we have the students we've had who speak only Cambodian, Swedish, Portuguese, Chinese or Spanish," said Bob Campbell, assistant superintendent in charge of instruction (or the Redlands school district. "Some of them speak a little English, good English or no English, and some have apparently attended the Loma Linda language school," he said. "We'll deal with each student on an individual basis." Campbell said he is not concerned about the language difficulty because "they'll pick it up so rapidly from the other children. Children learn faster because they don't have the same hangups about language as adults." Seven Vietnamese youngsters have been registered for fall classes in Redlands schools and range from kindergarten through the twelfth grade, he said. A few more Vietnamese students are expected and will be absorbed into regular classroom programs, he said.

"If we had another 100 or 200 all of a sudden, we would set up some special program for part of the day," he added. While some sponsors have expressed concern over a lack of birth records, transcripts and placement testing, Campbell said those matters will present no more of a problem than youngsters who have attended private schools in Europe or the United States or who have attended public schools in other states. "The law allows us to take affidavits from parents about when their youngsters were born if they can't produce a birth certificate," he said. "Most of these families have been cleared by the ment, however, so we can use those records." Youngsters will be placed in kindergarten through eighth grade classes "where we feel they will have the greatest amount of success," a decision based also on the maturity of the individual child, Campbell said. High school students can receive credits by examination and counselors will work as a committee to evaluate and make recommendations for credit and placement," he added.

"We'll handle each case as an individual," he said. "It means a little bit of work and study on our part, but we have to be careful not to hold a youngster back too long. If we do that, the child can develop some really poor attitudes about school and himself." While school administrators said they can handle Vietnamese refugees with no more than the usual problems of registering in foreign students, the office of the County Superintendent of Schools is receiving calls from sponsors concerned about job training opportunities for the refugees. The county schools office is tentatively considering hiring a Vietnamese refugee to act as interpreter and to help evaluate job training programs available to them, according to Chuck Chapman, director of occupational services for the county schools. "We need to have somebody part-time to gather and funnel information to the sponsors about job training, Use lack of transcripts and other records, and tests to determine competency," he said.

"People need to know where to go for information regarding potential funding from the federal government to aid impacted areas, the impact on local school districts and social services, and the kind of educational materials that may be needed," he explained. "We've been told that Fontana could get as many as 1,000 refugees and Chino could expect a couple hundred. Those people will need help in locating jobs and training." The position would last no more than three months and would be funded through the Comprehensive Employment and Training Act through the San Bernardino and Riverside County manpower training program he said. "Job training assessment would be the main purpose, but this person could also act as an interpreter as a spin-off," he said. "We're concerned about relating what they (the refugees) have had to job requirements available to them.

There are a lot of professional people in this group who could interpret the educational system they've been through." Chapman said he is also considering establishing a liaison with Camp Pendleton to help project the number of refugees expected in the San Bernardino-Riverside area. Job training and placement services will be available to the refugees through the Colton- Redlands-Yucaipa Regional Occupational Program, although the program is not actively seeking those students, according to Joe Konigsmark, ROP director. "We're hanging back because the schools are basically involved in this," Konigsmark said. "If there is a need for us, the same job training and placement services available to current students will be available to them, too. We'll react to whatever need there may be." The ROP has enrolled foreign students in the past, some of whom spoke no English.

Tutoring arrangements were made until the students reached the level where they could function in a job situation, Konigsmark said, but added that the ROP is not in business to teach English. "In this particular situation (Vietnamese refugees), we'll react to the individual and meet their needs, whatever they are," he said. 47 area residents enroll at UR for fall semester Forty-seven area residents are among more than 500 admitted to the University of Redlands for the 1975-76 year. of Redlands, died here yesterday at the age of 80. Mrs. Horton lived in Redlands for the last 15 years and was an active member of University United Methodist church. She was born in Texas. She also leaves a daughter, Mrs.
