As a nine-year-old child she came to Redlands.from New Mexico in the family of Abner Chambers, who worked at growing oranges, raising chickens and running a service station between Redlands and San Bernardino. Lottie also got her schooling in the two cities, and even since joining the court staff she has taken night work at San Bernardino Valley College, earning a certificate in supervisory public service. Plans call for more than 400 new picnic units, 88 family tent campsites, 162 recreation vehicle campsites, a major administration and service area, two permanent entrance stations on the lake's access roads from Ramona Expressway and Moreno Beach Drive, and nearly 5 miles of roads within the park unit. The work will be supervised by the State Office of Architecture and Construction. A third phase of the project, estimated at just over $3 million, is scheduled for completion in 1978 It will include family, vehicle, and group campsites, also on the north side of the lake. Present facilities at Lake Perris, constructed at a cost of more than $4 million, include 130 picnic units, two boat launching ramps (10 lanes), and landscaping.

(UPI) The 15.7-acre lot that silent screen funnyman Harold Lloyd called home still doesn't have a new owner. An auction Sunday narrowed the possible new owner of Lloyd's "Greenacres" estate to either a Los Angeles businessman or an Iranian immigrant. Nasrollaf Afshani, 60, a retired distributor and importer of electrical appliances who lives in Loma Linda, put up a top bid of $1.6 million. L.M. Goodman, 53, a secretive man described by his son- in-law as an investor, bid $1.1 million.

But Afshani wants to pay oh a term basis. Goodman offered cash. The estate's trustees have until 5 p.m. Tuesday to decide which bid to accept or to reject both offers. Afshani said he was a fan of the bespectacled bungler of the silent movies and intends to keep the house and perhaps sell some of the land.

Goodman did not disclose his intent for the property. Once a gathering place of the stars in the era when "crazy movie people built crazy places in the crazy 20s," the estate was opened to public tours in 1973 but was suspended last year because it wasn't self- supporting. Upkeep was estimated at $250,000 a year. Twenty-one persons qualified to bid on the property, built in 1929, by posting a deposit of an irrevocable bank letter of credit of $250,000 in favor of the Milton J. Wershow Co.

Trustee. Only about half a dozen qualified bidders made an attempt to buy the estate. The bidders were camouflaged by the swarms of neighbors, sightseers and the curious who prowled the grounds for a first-hand inspection. The property, a bit neglected since Lloyd's death in 1971, straddles both Los Angeles and Beverly Hills and has a yearly combined property tax of $47,377.11. The property that was sold includes the grounds, the 44- room Italian Renaissance mansion and all other buildings, a pipe organ, hanging fixtures and hidden safes.

None of the furnishings or memorabilia belonging to the Lloyd family was included. The property, sold as-is, includes a canoe course, 9-hole golf course, swimming pool, pony stable, aviary, 12 water fountains, gardens and greenhouses. The buyer will have to assume about $475,000 back mortgage payments and $200,000 in interest on the mortgage.
