and Mrs. Michael W. Ross of Sparks, a daughter. By BURTON SWOPE The financially-troubled Hidden Valley Water Co. is continuing to supply water to customers from an arsensic-laden well despite a court order not to.

Washoe District Judge Roy L. Torvinen issued a preliminary injunction last Thursday ordering operator Dan Brown to cease using the well except on an emergency basis and supply water through a second well. However, Brown said today that because of legal technicalities and lack of a power source to operate the second well, he is being forced to dispense water to 560 residential and five or six commercial users from Well Number One, the well containing the highest levels of trsenic. Brown said he was in compliance with Torvinen's order because he is operating Well Number One on an "emergency" basis. Torvinen issued his order after a suit was brought by the Washoe County District Board of Health through the district attorney's civil division to stop Brown using Well Number One, which officials said has an arsenic content in excess of .05 parts per million.

The arsensic levels in the well violate state health standards for water quality. Torvinen noted that Well Number Two has been constructed and is currently available for operation so long as the diesel pump at the well site is operational. However, he also pointed out that because the water company owes Sierra Pacific Power Co. a sum in excess of $30,000 for supplying electricity to Well Number One, the power company will not supply additional power to service Well Number Two. Brown said today that the diesel pump at Well Number Two was being removed because the 60-day lease he had on it is up.

That, he said, will mean no power to operate the well. Brown said he only agreed to place the generator at the well site for the two-month period to allow representatives of the Washoe County Health Department's Environmental Services Division to make tests. Brown claimed he has no control over the well anyway because it has not been added to the state utilities rate base by the Public Service Commission, nor has the commission allowed transfer of the well's certificate from Far West Utlities to the water company. Brown, who owns Far West, said the well was put in and financed by Far West. George Keele, deputy attorney general and counsel to the PSC, said today there is no formal proceeding before the commission concerning Well Number Two.

He also had no comment on Torvinen's stipulation that the PSC become a party to the health district's suit against the water company or the preliminary injunction will expire in six months. "Our official position is that Judge Torvinen entered an order that is lawful on its face. We're not a party to that action. So, it's between Judge Torvinen and the Hidden Valley Water Keele said. Reno police probe weekend incidents Within 75 minutes Sunday, a man was struck on the head and a woman's arm was broken in separate robberies at Reno's Pioneer Inn.

The weekend robberies were among several such Incidents. Police say these incidents are markedly increasing. At 4 p.m., Clyde B. Almond of Belmont, and Richard Conboy of Sunnyvale, got out of their car in the underground parking area of the Pioneer Inn, 221 S. Virginia St.

A dark-skinned mustacheoed man, wearing a white T-shirt and tennis shoes and carrying a tennis racquet and a pistol approached them, saying, "OK, you guys, this is it." Almond replied, "You've got to be kidding." The robber struck Almond on the head, took $730 from the men and fled. Almond was released from a hospital after treatment. At 5:15 p.m., Borghild E. Jackson, 83, of Sonoma, and Margaret O'Leary, 81, of Boyes Hot Springs, entered the same area from the Inn's casino. They told police one of two young men grabbed Mrs.

Jackson's purse. She held on and was pulled to the pavement and dragged before letting go. As the men ran, John Rogers, a dealer at the inn, chased them. Police said Rogers cornered the one with the purse on a second floor balcony of the Red Carpet Motor Lodge, 140 Court where a struggle ensued. Rogers threw the purse to Mike Kramer, a Washoe County sheriff's detective who was passing by with detective Sgt.

Rich Hill. Police said the suspect broke free and ran west. About fifteen minutes later, Kramer and Hill arrested two persons In Wingfield Park. Booked on a charge of robbery were George A. Keratzedes, 19, of Burllngame, and a 17-year-old Reno boy.

Also on Sunday, Oakland, fashion photographer Marie A. Stephens reported two men robbed her of $100 in the 100 block of West Fifth Street. And Reno liquor store clerk Tyrone J. Clark said a man robbed him of $50 on the sidewalk in the 100 block of West Third Street. Donald A.

Brown of Canutillo, Texas, reported a man robbed him Saturday In the 200 block of N. Virginia Street, taking $50. And attendant Joe Vannoy of the Texas Independent Oil Co. service station at 3301 S. Virginia said a man robbed him there Friday, taking $700.

1 Area deaths Richard T. Itza James Stevens CARSON CITY A funeral is scheduled for 10:30 a.m. Wednesday at Walton's Chapel of the Valley, Carson City, for James Arthur Stevens. Stevens, 63, a Carson City resident for the last 17 years, died Friday in a Reno hospital. He was born Aug.

7, 1914, in Petaluma, Calif. In 1961, he retired with the rank of captain from the U.S. Marine Corps after 26 years of service. He served In both World War II and the Korean Conflict. At the time of his death he was the owner and broker of Stevens Real Estate in Carson City.

Stevens was a member of the National Rifle Association; Elks Club, Carson City Lodge; the Doecent Council of the Nevada State Museum in Carson City; the Leisure Hour Club; and the Retired Officers Association. He was also a charter member of the Proscenium Players in Carson City and was active in the Society of Barbershop Quartets of America. Survivors include his widow, June of Carson City; and brothers, William of Stockton and Eugene Mazoue of Sunnyvale, Calif. Final rites will be held at Fort Rosecrans National Cemetery, San Diego, Calif. BATTLE MOUNTAIN Richard T.

Itza, 22, of Battle Mountain, died Sunday as the result of an automobile-bus accident In Winnemucca. Born July 21, 1955, in Winnemucca, he was raised and attended schools there until 1970 when the family moved to Battle Mountain. He graduated from Battle Mountain High School. Itza had worked for Duvall National Coil Corp. in Columbus, Ohio, and at the time of his death, was employed as a welder for Imco Co.

Two survive crash A Davis, doctor and his wife escaped injury this morning when their helicopter crash-landed on a Lake Tahoe beach at Tanoe City.

The Placer Sheriff's Department reported Dr. Thomas Elliott was piloting the two-seater copter when it lost power and "auto-rotated in." A deputy said the helicopter suffered considerable damage in the 10:30 a.m. accident. It landed on the beach south of the entrance to the Truckee River outlet, the deputy said. James Meade Sr. Crash cause cited Reno police said today that motorist George L. Campbell, who was killed on Clear Acre Lane early Saturday, was driving under the influence of liquor. Police said his car crossed into the opposite lane. The car and an approaching pickup truck driven by Lyle D.

Cramer, 23, of 5050 Sullivan Lane, Sparks, collided. Cramer was released after hospital treatment. Police said Campbell's blood-alcohol level was .216. A person with a level of .10 is considered under the influence in Nevada. Police Investigated the 3:30 a.m -accident near McCarran Boulevard, but said they believe it occurred outside the city limits.

The city has recorded nine traffic deaths this year exclusive of this one. Campbell had worked as a taxi driver and a kitchen helper. Survivors include his parents, Mr. and Mrs. Eligah Campbell of North Highlands, Calif.

A funeral will be conducted June 9 at Morgan-Jones Funeral Home, Sacramento. Burial will be at Camellia Lawn Cemetery. CARSON CITY James William Meade 39, died Thursday in a Carson City hospital after being taken there from the Nevada State Prison where he had spent the last seven years. Cause of death was not of a violent nature, according to FitzHenry's Capital City Mortuary, Carson City, but is under investigation by the Carson City Coroner's office. Meade was born Aug.

1, 1938, in Washington, D.C. A veteran of the U.S. Air Force, he had worked as a laborer. Among his survivors are sons, Scott of Manassas, and James W. Jr.

of Florida; his mother, Alice and brothers, Robert and Charles, all of Ohio; and grandparents, Mr. and Mrs. W.C. Duckett of Van Wert, Ohio. Cremation was held Friday at Masonic Memorial Gardens Crematorium, Reno.

Inurnment will be in Van Wert. Mary C. Fahrberger Mary Catherine Fahrberger, 63, a former resident of Truckee, died Friday in a Reno hospital. Born Jan. 28, 1915, in Ciciero, 111., Mrs.

Fahrberger moved to Reno two years ago. She was a member and past president of the Assumption Catholic Church Guild in Truckee. For a number of years she was the owner of the Stay 'n Play Motel at Donner Lake. Survivors include her husband, Rudolph of Reno; sons, Lewis of San Jose, William of Santa Clara and Richard of Reno; daughter, Marilyn Dedmon of Truckee; parents, Mr. and Mrs.

William McCartin of Santa Clara; brother, Jack McCartin of Santa Clara; and nine grandchildren. Recitation of the Rosary was held Sunday evening. Resurrection Mass was celebrated at 10 a.m. today at the Assumption Catholic Church. Burial will be at the Sierra Mountains Cemetery In Truckee.

Headquarters robbed The Washoe County Republican Central Committee headquarters in Reno was broken into over the weekend, but a spokesman said it isn't a Watergate-type burglary. Vice chairman Jane Idso said someone took two typewriters and an adding machine. "We're angry about it," she said.

Reno Police Investigated the burglary, which was committed between Friday afternoon and Sunday morning. The office is located at 582 S. Virginia St. Awakened by kiss LAS VEGAS (AP) A 32-year-old Las Vegas woman who fell asleep while basing In the sun this weekend was awakened suddenly by what she thought was her neighbor's dog licking her right foot. However, police said she opened her eyes and found a man in his young 20s licking her toes.

Police said the woman's screams apparently frightened the man away. Police said this was the second time the toe-kisser had struck this week. LEILAM FRANCO LIMON, SUMMONS Lillian L. Johnson, 70, of 270 Booth died Sunday in a Reno hospital. Before moving to Reno eight years ago, she had lived In Southern California.

She was born Nov. 3, 1907, in Baltimore, Md. She was a homemaker. Among her survivors are her husband, Joseph of Reno; daughters, Carol Johnson of Azusa, and Stephanie Frazier of San Luis Obispo, Calif. a brother, Edgar Lanham of Maryland; and two grandchildren.

No funeral is scheduled. Burial will be at Mountain View Cemetery. Alexander's Pyramid Funeral Home, Sparks, Is in charge of arrangements. Mabel Godwin SILVER CITY Mabel C. Godwin, 81, a resident of Silver City, died Saturday in a Fallon care center.

A native of Leon, Iowa, she was born March 10, 1897, and had lived in Fallon many years where her husband, Ed was the Southern Pacific Railroad depot agent for several years. He preceded her in death in 1973. Surviving are a son, John Key of Silver Springs; sister, Rena Hutchison of Fallon; four grandchildren; and four great-grandchildren. A graveside funeral is scheduled for 10:30 a.m. Wednesday at the Fallon Cemetery.

Austin's Funeral Home, Fallon, Is In charge of FALLON Fred R. Taylor, 56, a resident of Fallon since 1956, died today in a Fallon hospital. A native of Archer, Idaho, he was born June 5, 1922, and was a veteran of World War II. Taylor was a self-employed cement contractor and most recently was a fireman at the Fallon Naval Air Station. He was a member of Churchill Lodge 26, Scottish Rite Bodies of Nevada, Kerak Temple, the Fallon Shrine Club, and the Church of Jesus Christ of Latter day Saints.

Surviving are his widow, Mary and sons, Robert and Merlin, all of Fallon; daughter, Judy Jones of Fern-ley; brothers, Jay of Carson City, Tom of Pocatello, Idaho, Russell, Don and Paul, all of Blackfoot, Idaho, Harold of Boise and Glenn of Oroville, Calif. sisters, Ina Madsen of Santa Clara, Wanda Clements of San Pablo, and Wilma Reader of Sandpoint, Idaho; father, LeRoy of Blackfoot; and nine grandchildren. A funeral Is scheduled for 2 p.m. Wednesday at the LDS Church in Fallon, with burial in the family plot of the Fallon Cemetery. Austin's Funeral Home, Fallon, is In charge of Painters back at work Reno and Tahoe area painters who had been on strike for the last several daysbegan returning to work today following approval of a two-year package from the Reno Painting and Decorating Contractors of California and Nevada.

Ed Pierce, business manager for Painters and Allied Trades Local No. 567, whose 200 workers had been on strike for two and one half working days, said a vote to approve the package was taken Monday morning. "It was 99 percent in favor of going back to work. In fact some of them are already going back to their Jobs," Pierce said Monday at noon. Although he would not spell out the terms of the agreement, he said the offer included increases in wages and fringe benefits.
